At the end of the day, a strong system of international courts will do little or nothing to prevent autocratic states from committing crimes against humanity during the course of their wars. In fact, the only international change that would make war crimes a thing of the past would be for all the autocracies to disappear. And in terms of furthering that goal, the best thing America can do is promote (if not cause) global regime changes, not sign on to just another paper treaty.
Of course, the only regime change McNamara helped ensure was South Vietnam’s.

McNamara comes off as an arrogant, incompetent fool who did everything possible to screw up our chances for success in Vietnam. “The best and the brightest”, my ass.
