No, Kimmit, the context is that having a predetermined assessment of “it’s a failure” (no matter what happens) has become amazingly apparent. There are successes & there are failures….but dishonesty has swept away impartial analysis in lieu of partisan politics.
It sorta reminds me of the “well, Reagan was right about the USSR, so we’ll just say it was gonna happen anyway, since everything we predicted never came to fruition”.

They laughed at Newton? Who’s this “they” you’re talking about? Everything I’ve read about Newton indicates he was taken very seriously. And by the time Einstein had any fame at all, he’d already shown himself to be a thinker of some regard.
Not only is the logic faulty, so are the premises of your attempt at illustrating a fallacy. It should also be noted that cartoons are not about logic; frequently they’re about irony. This is irony. Learn to savor it.
