Aside from the obvious and usual conspiracy idiocy, this meme is doubly dumb because the reason the environmentalists wanted to avoid more drilling is primarily because there might be a large oil spill that could cause widespread environmental damage. This is not a means to avoid some other bad end — this is the actual bad ending we were trying to avoid.
