The NYTimes would very much like to remain upbeat, but…

President Trump enters a new phase of his presidency on Monday with a new chief of staff but an old set of challenges as he seeks to get back on course after enduring one of the worst weeks that any modern occupant of the Oval Office has experienced in his inaugural year in power.

With his poll numbers at historic lows, his legislative agenda stalled and his advisers busy plotting against one another, Mr. Trump hoped to regain momentum by pushing out his top aide, Reince Priebus, and installing a retired four-star Marine general, John F. Kelly, to take command. But it is far from certain that the move will be enough to tame a dysfunctional White House…

The setbacks came against the backdrop of a West Wing at war with itself, egged on by a president who thrives on conflict and chaos. Mr. Kelly, who had been serving as secretary of homeland security, brings a career of decisive leadership to his new assignment as White House chief of staff. But he confronts multiple power centers among presidential aides, all with independent lines to the man in the Oval Office who resists the discipline and structure favored by generals.

“Everybody knows what needs to be done to fix it, and I think everybody is coming to accept that they’re not going to happen,” said Sara Fagen, a White House political director under President George W. Bush. “And the reason they’re not going to happen is the person at the top of the food chain is not going to change. This is the new normal. This goes down as one of the worst weeks he’s had politically and P.R.-wise, but I don’t think anything will change.”…

Presidential historians found it hard to recall precedents for the combination of internal warfare and external legislative troubles. Jeffrey A. Engel, the director of the Center for Presidential History at Southern Methodist University, said the best examples were John Tyler and Andrew Johnson in the 19th century. Both men were serving as vice president when their bosses died in office, each during a time of great turmoil in his political party.

“In either case, we are forced to go well back over a century in the past to find an administration in such an open state of infighting coupled with legislative disarray,” he said…

I guess the analogy would be that Trump took over the Oval Office when his “boss”, d/b/a the remnants of the GOP as a functional political party, dropped dead during the 2016 primaries.

All he has is some hair up the ass ideas to mistreat people or enrich the rich, but has he turned any of it into any concrete proposals delivered to congress for implementation? All I hear is a bunch of jingoist sloganeering. This is the laziest, most ignorant, and feckless person to ever occupy the WH bar none.

    I am hopeful that the day will come when we will hear those joyous words: “The president’s plane is missing.”

    And of course, the Trump (mal-)Administration is going be starting the week with a serious international incident – the Russian diplomat-expulsion – which, if not quite rising to the level of “crisis”, is going to stress the Imbecile-in-Chief’s executive capabilities (which, except for blustering, name-calling and blame-shifting, have already been exposed as minimal and inadequate) to a YUGE degree. Especially since his main creditor pal Putin is on the other side…

    Not the least bit surprised that Lewandowski is back. Not a good sign for Trump– going back to the old crowd really isn’t the positive path here. I imagine everyone in the White House is thinking up ways to stymie Kelley.

    I drove to the store today and passed the Pasadena Convention Center.
    The not so hilarious bit was that there is a drumpf rally going on there this afternoon. A very few people on the sidewalk with signs “Drumpf is my president! Honk if you agree.” As the traffic stopped with me right by the person holding the sign, I flipped her off. Then the car behind me honked. You could hear the necks snapping as people looked around to see who the idiot was. She was the car behind me so I flipped her off as well.
    Felt good, but not nearly good enough. Was ready to roll down the window and tell the people standing there that they were fucking morons, but I think the world has already made that clear.

    There were far more cops hanging around than supporters. But then I don’t know if it hadn’t started yet. I can not imagine a very large turn out. This is an area of poverty and wealth, a lot of, at least in the american sense old money. But I doubt many of them would be seen with the riff raff.

    We just went for a walk and turned down a side street. We saw a guy who might at first blush be taken for a Trumpanzee mowing his lawn. But he was wearing a T-shirt that said, “I SUPPORT SAME-SEX MARRIAGE.” We exchanged waves and smiles. I said to my husband, it’s like being in the French resistance, we have our little signals to each other. (I know, I know, I’m not in the French resistance. But it cheered me up a tad.)

    My sister was taller than me till I was 12. She never made 5 ft tall. She found out that I had gotten bigger by stabbing me in the arm with a fork for not getting my elbows off the table. After pulling out the fork, during which she looked at me and realized her mistake, I chased her up to her room and lucky for her she got the door closed just in time. So I had to put my fist through it. She never fucked with me again. And we became pretty damn good friends after that. Very, very good in the last decade or two of her life.

    There are two ways they could be thrown off the gravy train: Trump is impeached, or deposed by way of the 25th Amendment. The former requires the herding of Senators and congresscreatures, so not such a big worry. The latter only requires a majority of his cabinet to agree with Pence “that the President is unable to discharge the powers and duties of his office”.

    So the family courtiers cannot afford an outbreak of competence among Trump appointees.

Nixon was about four years older than my mother, and as far as she was concerned he was already something of an elder statesman. JFK, like my mom, was born in 1917 — he was only three months older than she — but she viewed him as an immature pup. The first presidential candidate who brought me up short by his extreme youth was Bill Clinton, four or five years my junior. Gore, Kerry, Obama, and Hillary Clinton (and for that matter, Bush 43, Romney, and Trump) are all younger than I am. It is disconcerting. I do agree with you, I don’t want anyone close to my age running for POTUS.

    I decided to take a look at the text, especially Section 4:

    Section 4.

    Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

    Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty-eight hours for that purpose if not in session. If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

    (Emphasis added.)

    1) It looks like Congress would need to pass some sort of law to change the conditions if the Cabinet decided that he shouldn’t be removed. Of course, Donnie would have to sign such a law (or refuse to veto it).

    2) If Donnie decided to fight the declaration, then both houses of Congress would have to vote by 2/3 to decide the issue.

    The 25th (rightly) isn’t an easy way to force a crazy or comatose President out. But it is a way if things get bad enough, and if we have Cabinet officers who are willing to actually follow their oaths to protect the Constitution…

    @Ruckus: My brother is enough younger than me that, when I went to college, I could easily kick his ass, and by the time I came home from the the army we were both old enough that fighting it out didn’t matter more than blood did. We never had the climactic fights that some brothers do. I ceded superior athleticism to him and he ceded academic superiority to me. And then, we encouraged the other one to see himself as better on the other thing.

    Sorry, but you have fundamentally misunderstood the purpose & intent of the 25th Amendment. It was designed to be invoked to clearly designate who is in charge of the Federal government in circumstances where it is understood & agreed to by all parties, including POTUS, that s/he will be “unable to discharge the powers and duties of his office”. E.g., when undergoing a medical procedure requiring general anesthetic. Or (as in The West Wing) when POTUS would be subject to blackmail when a family member is held by hostile forces. Etc.

    POTUS has 4 days to dispute in writing the assertion that “s/he is unable to discharge” etc. At which point, if VPOTUS & a majority of the Cabinet reaffirm within 4 days that s/he is “unable to discharge” (etc.) Congress has 21 days to act (23 days if not already in session). If 2/3 of both houses of Congress do not vote within that interval to transfer the duties & powers of the office to VPOTUS as “Acting President,” then POTUS retains those duties & powers. And even if that transfer was so voted, it looks to me as if the “unacting” POTUS could continue to bombard Congress with petitions to recover those duties & powers (IANA constitutional scholar & someone who is ought to weigh in here).

    IOW, as a mechanism for sidelining a recalcitrant POTUS who does not agree s/he is unable etc., the 25th Amendment (specifically Section 4) is a clusterfuck. It would actually take fewer votes in Congress to impeach & remove him/her (simple majority vs 2/3 in the House), & it would be permanent – no appeal possible.

    Anyone who blathers about “a 25th Amendment solution” to the current mishegoss clearly has not read (or at least, has not understood) the text of the amendment, & should be encouraged to do so before they shoot off their mouths & embarrass themselves further.
