@Fair Economist – Just speculating from past observations but generally speaking 4 collisions (McCain, Fitzgerald, Antietam, Champlain) in the 7th Fleet since January tends to point to a failure of training or safety procedures or both. The Admiral is in charge of the 7th Fleet so he bears the ultimate responsibility.

@Miss Bianca: I can’t speak for anyone else, but there are a couple of possible explanations:
1) There is a serious training to competency issue in the 7th Fleet and given that the 7th Fleets area of responsibility (AOR) is the busiest naval AOR it is turning up in these navigational incidents.
2) Something else is going on.
3) Combination of the first two.
I’m paranoid about this type of stuff. Given 7th Fleet’s AOR, what they do day in and day out, and the fact that we now have a stand down/cessation of operations just as they were set to participate in the annual August exercise with South Korea and Japan. While I do not know what the various investigations turn up, I would be willing to bet good money that right now there is an active counterintelligence investigation at the 7th Fleet’s home port of Yokasuka to make sure they don’t have a mole who is committing sabotage.
In this line of work being overly paranoid is never bad. Being insufficiently paranoid often is.

@Ruckus: that hasn’t changed in hundreds of years – “with great power comes great responsibility” and also, great and heinous justice if you fuck up – in the Navy. My father was a Navy man, and most of my family who are military are some form of marine/military – Navy. Marines. Coast Guard. I may find the ethic appalling and pitiless, but it, weirdly, makes more intuitive sense to me than any other military ethic.

@Another Scott – Exhaustion is entirely possible unfortunately. I was a lucky computer tech so had semi-regular hours/watches. My husband was an engineer, 6hours on 6 hours off, the whole Westpac, which when you consider that after your 6hour watch in the engine room you have to often do maintenance and also eat, shower, etc. It often was 18 hours awake and 4 or 6 asleep. And if the Orange menace think he’s going to order more ships I would like to know who is going to staff them… never mind how long it takes to build one of those…

They all seemed pretty sharp, but I may not have a representative sample.
I think a major issue, as @EmbraceYourInnerCrone: stated, is exhaustion. Someone decided that 18 hours on during operations is a good idea. It isn’t. I’ve watched Soldiers work themselves to collapse in warfighting exercises simulating a war because they felt they had to do 18 hour shifts to show just how diligent they were. Then we do the same thing downrange or aboard ship. And problems occur.

Makes sense to me also. One has to play error free ball with ships or one gets into big fucking trouble in a big hurry. And it’s usually too late to keep it from getting worse and worse. Ships, like a DDG can change direction pretty quickly, compared to say an aircraft carrier or tanker or container ship. So it is possible to get out of the way if you are paying attention. But there are any number of things that can get one into trouble, even with no other ships around. Too late comes up a lot faster than one can imagine. Once made an Atlantic crossing, Plymouth, UK to Charleston SC via the Azores. Due to a massive winter storm we ended up around Maine. It normally takes 7-8 days to do this, we took if I remember correctly 15 days. For 7 days we had to run directly into waves that often had green water up to the bridge windows. We had welded deck fixtures torn from the deck. The wind was over 90 knots and the sea over 50 ft for that 7 days. If was fun. I feared far more that the captain would do something stupid than that the ship would fail.
Mrs. D. Ranged in AZ
@Adam L Silverman: I get that and I understand why they would traditionally relieve him. However, is this a traditional situation? If it’s really a hack, it’s absurd to expect him to have done something when no one higher up had done anything. That’s like giving a soldier an M16 that’s been sabotaged in a way that has never been done before and is undetectable to the soldier and his COs, even though battalion was previously warned that such a thing was inevitably going to occur, so when the soldier can’t fire his weapon, they relieve the COs. How does that make sense?

@Mike J: I can tell you that the Navy Senior Service Rep at USAWC when I was there would keep a running update of Naval commanders relieved versus Army commanders relieved on the white board on his office door. It’s a dig. And it is a legitimate one. MG Schloesser retired early because when he took the 101st to Afghanistan in 2009 some knucklehead at one of the battalions came up with the idea to put a patrol base outside of anyone’s ability to provide supporting fires or provide relief in a timely manner. The BCT commander signed off on it. When the patrol base was overrun and several Soldiers killed and wounded the company commander got in trouble. Some major at battalion got in trouble. And that was pretty much it. While Schloesser never explicitly stated why he retired early, he authorized several people to respond to inquiries that he did so because someone needed to hold general officers accountable for mistakes made within their commands and if the Army wasn’t going to do so he would hold himself to that standard. It makes the certificate he gave me for meritorious support very special.

It’s just the way it is.
But, the people above him or her are also on the hook, and punishments can be modified (though it has a history of being done to protect the senior officers and to try to blame the lower ranked crew). E.g. the USS Iowa turret explosion. :-(

White America has been primed that you have to say the n- word, wear a Klan hood, or salute a swastika to be a racist. Every possible benefit of the doubt must be given before invoking such a dreadful label. Well, Trump supporters came out and openly admitted they were Nazis and saluted a swastika, while the whole country was watching. Then Trump refused to condemn them. And a white woman was murdered, so everyone was paying attention. For one whole, Hell of a lot of ‘comfortable white privilege’ level racist whites, Charlottseville changed everything.

Speaking of snake oil salesman……. I like that books are still being produced with his name on them, even though he supposedly died quite a while ago. I’d bet he’s not dead but living on that old sailboat tied up in Caracas.
I served out of Charleston and the destroyer flotilla commander was a major fuckup. When it came time for his last promotion, the Pentagon was not going there so they gave him a bigger ship to be captain of. A career ending, sideways promotion. I know all of this because my last 6 weeks I got transferred to that ship, an LPD, while he was captain. What a fucking asshole. And that only scratches the surface. I think that if the crew had mutinied, the Pentagon would have given them all medals.

@Adam L Silverman: So, in other words…Navy commanders fall on the sword, Army commanders find someone else to stick it into? Metaphorically speaking?

I’ve got 2 comments in the dungeon. Only one is necessary if either of them are freed. (And “necessary” is much too strong a word.)
Thanks.

I think he went improv around the time he pulled the papers out of his coat. And I think he went back on script at the very end for his “lyrical” finish.
I was struck by how low-energy (sad!) and meandering the bulk of his talk was. I mean, he’s always unhinged, but usually it hangs together in a way that keeps his base fired up. Tonight seemed way more labored and plodding.

@efgoldman: I should add that my response to you at #367 applies to ship mishaps. In the case of something affecting an entire command, like the Fat Leonard scandal, at least two admirals are being punished (or have already; I haven’t kept up). It would have been a huge injustice if only O-6s and lower were sanctioned in that case, since the rot clearly went way up the line.
Omnes Omnibus
@Miss Bianca: A ship has one commander and one location. One person is charge of it all. An army unit is deployed over space, and individual leaders at lower levels have more freedom to make decisions.

I may be far too late with this response, but the LASIK doctor I saw said that it CANNOT correct for age-related presbyopia (i.e. problems with reading, etc) because that’s something that happens because of the lens at the back of the eye and not the front where LASIK happens.
If I get LASIK, I would still need reading glasses, because of the anatomy of the eye.

@Miss Bianca: No. The Navy has a different professional cultural response to who should be held accountable, for what, and at what levels of rank and command. The problem with how the Army has done things over the past 16 years is that it teaches junior officers that they are held to a zero defect concept while senior officers, including general officers, aren’t. And that punishments are disparate. This is not good for morale. I know several general officers, as well as senior colonels and lieutenant colonels, and senior non-commissioned officers that are very concerned about it, don’t like it, but can’t figure out how to change the professional culture. And I’ve yet to have anyone explain to me in a coherent way how things got this way.
Miss Bianca

It was OK for me, I didn’t get sick at all. There were only about 10 of us on the ship out of 300 that didn’t. I’d go up to the bridge every once in a while to watch and everyone looked about as green as Kermit.
It does get old rather quickly though. You’ve really had all you want after a day, day and a half. It’s like a roller coaster ride, with broken rails, that never ends. It ain’t smooth at all.
A lot of cargo/tanker ships would have waited for the storm to pass, probably most in fact. But the navy has to be somewhere for some reason, you go where you gotta go, when ya gotta be there.
Miss Bianca
@Adam L Silverman: Perhaps O2’s response @ 386, imbued with institutional pride and prejudice tho’ it *may* be (//), holds the key to that difference in professional culture between Army and Navy.

@Mnemosyne:
Well those of us who didn’t watch the speech still have some sense of reality. Those who partook seem to be stunned at how bad it was, and they were expecting bad.
Adam L Silverman
@Miss Bianca: I think that is part of it. But it has clearly created a problem of disparity on the Army side.
Omnes Omnibus
@Miss Bianca: I was being serious. The army pushes decision making to lower ranks than the navy does. A sergeant at a particular place is better prepared to say whether the place can be held that his battalion commander. A petty officer in the navy can say that his gun is now non-operable. It doesn’t say that the ship is not combat capable.
Villago Delenda Est
@Adam L Silverman: The Army, even in the 80’s, had problems with holding General officers accountable that they didn’t have with the more junior ones, or with noncoms.
Ruckus
@Miss Bianca:
He is right though. Everyone on a ship is supposed to work as a team, to make things happen and not fuck up. But the captain (CO), or his designee when s/he’s sleeping, and they will and are supposed to wake him/her, gives the orders. There are no separate movements. Separate tasks to accomplish the goal, yes, but the parts have to act as the whole to operate properly. A fuck up of one part can and most likely will endanger the whole. And there doesn’t even have to be an opposition for that fuck up to be drastic. I had gear that went through a valve in the very bottom of the ship. That gear had to be raised and lowered each time the ship entered or left port. If I fucked up doing that we had a major water leak in the fire room. A lot of water in that room could sink the ship, it could extinguish the boilers. She no hot, she no move, she no have power to pump out water. She sink. Specific procedures, done in order, every time. Those boilers ran at 1200 deg and made steam at 1200 psi. That’s some nasty stuff. If it goes wrong………
ETA And salt air/water is extremely corrosive to metal and other stuff. It has to be properly maintained and cared for or she sink. And always at the wrong time, like out in a storm in 50 ft seas.
An army unit is made up of smaller parts that have people in charge and they can and do work some what independently, even if they are united in the same goal. And a fuck up of one part may or may not make a difference to the end goal. As well the expectations of each individual parts tasks may be different depending on the opposition.
Omnes Omnibus
@Ruckus: Exactly. A good army officer would be a bad navy officer. And vice versa. No offense meant to either.

@Omnes Omnibus:
I don’t see that they would necessarily be bad. Different training because of the concept difference and tasks but I see leadership as the main quality. That shouldn’t change. If you were a good artillery officer, there is no real reason you couldn’t be a good gunnery officer. None of the officers in the surface navy did much in the way of actual physical tasks. Navigation, OK officer. Air services on a carrier, mostly officers. An officer on a sub has to know, like everyone else how to do everything, if something goes wrong. That’s about it from my time, some of that may have of course changed but leadership, that’s the same.
Omnes Omnibus
@Ruckus: Fine. There are differences. I posit that I had more latitude for decision making than someone of my rank had in the navy.
Omnes Omnibus
@Ruckus: @Omnes Omnibus: Anyway, I am going to bed.

@Omnes Omnibus:
Quite possibly, that doesn’t mean someone who could do one would be bad at the other. As I said the tasks are different, maybe you’d make a horrible electrical officer. But in my experience, none of the officers knew much of the technical stuff. They knew what task needed to be accomplished and when, what they didn’t know was how or how long. But how and how long can be learned if and as necessary. I did it, others did it, none of it was difficult for me, the training was actually pretty good. I went to school for a year, basic electronics, which I knew, advanced electronics, and specialty electronic devices. Surly some one with a reasonable learning curve could learn what they needed to know to lead. As I’ve alluded to not all of the naval officers that I met had a reasonable learning curve. Some had a far more than reasonable one. Officers didn’t go to technical schools. They were supposed to learn leadership skills in training. Some of them didn’t learn much or all that well. I worked for the electrical officer and one that I knew, I’m not sure he understood not to stick his finger in a light socket. He worked for the engineering officer and that fella understood what was going on with all the systems he was responsible for. He may not have known how to fix them or exactly how they worked but he understood the basics, and he could hold a reasonable conversation with people who did know. Not saying I’d follow him over the top of a trench but I trusted him not to fuck up out of pride or stupidity.
