The Impact of Fracking on Daily Lives

For the last couple of months, SWN energy has been developing a new pad about a mile away from town as the bird flies, but about 3-4 miles by road. The pad is at a high point on what is known as Marlborough spur, and basically overlooks the town of Bethany. The sound from the pad rolls down the valley and bombards the town:

The sound has been absolutely out of control, and goes on all day and all night. Here are two videos showing what it is like, but they really do not do it justice because you also get the vibrations and grinding sound. If I put my hand against the wall of my house, I can feel it. The only way I can really describe it is that when I am not able to block it out, I feel like I am living through the seen in the Lord of the Rings when the Orcs are tearing down Fangorn Forest. Here is a video at 1 am:

And it goes on like this all night. Some days it stops. And then it just starts right back up again. None of us know what the sound is- whether it is drilling, sandblasting, compressors, some combination of the above. But it is soul-crushing and keeping people up all night long. You have to sometimes shout to people outside to be heard. I know one person who took her hearing aids out and was still kept up to 3 am.

Before I go on, let me state that ALL of this could be mitigated. They could spend a little bit of money and erect a sound barrier. But they won’t, because they claim they did sound studies and it was not a problem. Were they to erect a barrier, it would stop all that from rolling down the valley and blasting the town.

Yesterday morning, immediately after recording that video, I got in the family truckster and drove up to the pad. Once there, I recorded the sound from the pad. Now to understand where I was when I recorded this, I was on the OTHER side of the pad, with the pad between me and Bethany.

As you can see, less of the grinding and more of a white noise.

Sidebar- Apparently on top of the noise pollution, pumping toxic chemicals into the earth, destroying the roads, and running everyone off the road, SWN also seems to run unsecure drilling operations, because I was able to just drive right on up to the pad. There was a little shack at the fork, but no gate, no one told me to stop (there was a guy there and we just waved at each other as I drove on in), and no signage or anything to tell me to not enter or hardhat area or anything. Awesome.

At any rate, after weeks of complaints, they decided they would grace us with another sound study to see if they needed to do anything. They placed sound meters in a neighbors yard, and would monitor it for 72 hours, then run the data. You all know what happens next, right?

THE MOTHERFUCKERS STOPPED WORK FOR LABOR DAY WEEKEND.

The sound meters were put in Friday afternoon, and there was not a peep all weekend. Monday night at 6, the meters came out, and by 7 pm they were drilling again. The report will come back showing no sound issues, because of course it will.

Finally, the town had enough and it was announced that SWN reps would be coming to town council last night. This was arranged at around noon yesterday. The drilling sounds I recorded yesterday morning? They stopped at noon.

So they know what they are doing, and they just don’t give a shit. I did not go to the town council meeting because I did not trust myself around them and the local tv station was there filming, and I did not want to become a viral sensation. I had already had a run-in with one of the SWN reps, this crapweasel who is doing their bidding. I’ll share that with you:

You see what he is doing there, right? It’s the equivalent of a gun humper saying “HA IT’S A MAGAZINE NOT A CLIP MY HUNTING RIFLE IS A SEMI-AUTO.” We don’t know what the actual source of the noise is at the pad. Like I said, it may be fracking, it may be sandblasting, it may be compressors and a whole bunch of other stuff. But he’s claiming that the place wasn’t shut down, which means it might have been passively collecting natural gas, and hence technically still running.

But since I swore at him, he had his out. Like everyone in the media and political establishment who thinks swearing while protesting something is worse than the actual violence you are swearing about, he tried to take his ball and go home:

And then I let him know I knew exactly what they were up to:

And then I hit him in the masculinity (all these roughneck pricks get off on thinking they are badass- they run around in large trucks with “pipeline trash” decals), calling him out for being a delicate flower:

At any rate, I did not go because I have anger issues, but my friends did, and here is the write-up in the local media:

A community is outraged with the effects they say fracking is having in Bethany, WV.

“This is absurd. This is the United States, but no, it’s still West Virginia, so we’re the lowest of the low and our voice is never heard,” said one community member.

“When’s it going to end? When is there going to be the next pad? Are you just going to destroy all the hilltops?”

While the room packed with citizens presented many concerns and questions, one reoccurring theme was the noise that the community members call unbearable to live with.

“I kept thinking to myself, ‘Is this anything close to freeway noise I had to deal with in LA?’ And, I’m here to tell you there is no comparison. This is worse than anything I’ve experienced,” said another community member.

And the impact it is having on their physical and mental health: “The first days we were doing outside activities and I couldn’t hear them because of the drill, and I am like; when are they all going to all start going crazy?”

We’ll see what happens. My guess is nothing.

Oh, and btw, SWN CEO William Way made $8 million dollars last year ruining our lives.

Roasting, Cleaning and Freezing Chiles: Pueblo Hots

In late summer, a wonderful smell begins in Southern Colorado and New Mexico. Soon enough, parking lots everywhere are filled with folks selling fresh chiles and roasting them in rotating “barrels” over propane jets. The smell of the copious smoke clouds that puff up is incredible: a smoky, vegetal, clinging stench with lots of bitter and char. The popping and crackling of the skins and seeds, the hiss of the steam from blasts of water, and the roar of the propane are the sounds of the season.

A few weeks ago, I drove to Colorado and returned with a small bag of fresh Pueblo Hots. There are different types of chiles and they are grown in different areas. Like all agricultural products, the soil, sun, wind, and water have a strong effect on flavor and texture. The most famous chiles – from New Mexico – are primarily Hatch, which is where they are grown. I’ve also has Socorro chiles, and they were also divine.  In Southern Colorado, Pueblo is well-known for farms and for great chiles, the Pueblo chile. It’s a different chile than the New Mexico chiles, and has a slightly different flavor, a bit more bitter. They aren’t as long as the New Mexico chiles, and they have the more classic “chile” shape used in advertising and such.

Needless to say, they’re all good, but I’m especially stoked to have some true-blue Pueblo Hots. (Hots as compared to Very Hots or Mediums – I need my ass to be a non-burning issue, so I didn’t go crazy!)

Chiles prefer hot, dry days and cool nights. In a normal year, there would be heaps of Pueblo chiles, but there were just a couple of baskets. When I was rung up at the farm store, they advised me to come early in September because the harvest was the worst ever and they would run out very early. The cause of all of this – too much rain! It’s raining multiple times a week and many fields aren’t getting enough chance to dry out and it’s causing mildew and other moisture-related issues they normally don’t worry about. This is yet another example of climate change seeming beneficial at first glance, but proving to be a change that threatens agriculture. In this case, extra rain in an arid environment that depends on irrigation for crops means that best practices, infrastructure, and localized plant stock are threatened.

Negative net premiums, MLR and plan choice

I am anticipating significant Medical Loss Rebate (MLR) checks to be written in each of the next three years. I anticipate that some people will be on net, getting paid to buy insurance on the ACA individual market. I am curious if this changes buying behavior.

MLR rebates are calculated on a three year rolling average of total claims plus allowed quality improvement expenses divided by net premiums minus certain taxes and fees. MLR rebates are calculated at during the summer following the end of the last claim year. Right now, 2018 claim rebates are being calculated. Rebates are paid to people who enroll in a plan offered by an insurer that owes during the last year of the calculation period. So that means people who are bought a 2018 plan from an insurer owing rebates that are paid out this month will get a surprise check for their 2018 plans. The rebates are in proportion to the policy holder’s share of premiums. This means that older people, larger families and buyers of more expensive plans will get bigger rebates than a single twenty four year old who bought the cheapest plan possible.

The 2016-2018 MLR period has one year where premiums were significantly below claims and running costs in 2016, a year where the insurers priced things about right in 2017 and a year where insurers significantly overpriced in 2018. Depending on the insurer, the underpricing in 2016 could reasonably cancel out the overpricing in 2018. The 2017-2019 MLR period has one year priced right and two years overpriced. This will produce larger MLR rebates in Fall 2020. The 2018-2020 MLR rebate period also has two overpriced years and one year that may be priced about right.

The 2018-2020 period is likely to produce significant MLR rebates. Those rebates will go to folks who buy 2020 plans. The rebate checks will be written in September 2021. The 2020 open enrollment period is this fall from November 1 to December 15.

An MLR rebate is not bound by the net premium an individual pays. Many individuals from 2018 to 2020 will be exposed to plans that have zero net premium after advanced premium tax credits are taken into effect. Some proportion of this universe will be living in counties where there is a either a zero net premium plan available OR a plan that only costs a couple of bucks per month after subsidy and before MLR rebates. Some number of folks will be in counties where there is a low or no premium plan being offered for their income/family size cell by an insurer that is likely to pay out large 2018-2020 rebates. Depending on the size of those rebates, buyers will be exposed to effectively negative premium plans. This is weird!

The negative premiums are not immediate. People would still have to transfer money from their bank account to the insurer in December 2019 for coverage in January 2020 and pay thoughout the year. But they would get a refund check greater than their total premiums in September 2021.

I wonder if this fleeting situation will influence buying behavior? I wonder if it influenced buying behavior at during the 2019 Open Enrollment Period? I think it requires someone who is far in the weeds or at least is engaged with a navigator or an agent who is down in the weeds. But in some counties for some people, the MLR regulations will interact with the subsidy formula that has been beefed up due to CSR termination to create situations where going without insurance will be more expensive than acquiring insurance.

The good news, as far as I’m concerned: None of the candidates seem to have produced any ‘major gaffes’ for the GOP & their media enablers to weaponize — not that they won’t be out there trying, of course. CNN has its own long summary of the whole event here.

Per the AP:

Top Democratic presidential contenders talked tough Wednesday on cutting climate-damaging emissions from oil, gas and coal, turning their focus to global warming in a marathon evening of town halls that gave the candidates a chance to distinguish themselves on a topic of growing importance to their party’s liberal base.

The lengthy climate conversations promised to hand Republicans ammunition for next year’s general election fight by emphasizing one common element in the Democrats’ climate change plans: their overwhelming — and overwhelmingly costly — scope. But the 10 Democrats who participated in the seven-hour series of climate change forums on CNN didn’t shy away from making sweeping promises to reshape the American economy in service of what their party’s grassroots supporters see as the paramount goal of averting global warming’s most devastating effects…

Democrats spent the run-up to the town halls burnishing their environmental credentials, with five candidates releasing in-depth proposals to slash carbon emissions…
