I think this is in Germany. They have bike lanes and don't use helmets a lot. I don't think this reaches the speed of a motorcycle and is much safer.

Apparently, “trikes” like this vehicle are susceptible to tipping over when making turns. Unlike a motorcycle, trikes are unable to lean into curves, but they also lack the stability of 4 wheel vehicles. Nice idea though! (helping disabled folks become more mobile and more self sufficient).

This is a Huka Pendel. It’s an electric wheelchair scooter made in the Netherlands (per one of the tweets).
It can reach a speed of 15mph and has a range of almost 40 miles. It’s around $13,000 without shipping which would probably be $1,000-$2,000 depending how far from a major port you live. Add customs and maybe local registration taxes. This could get away being classified similar as a golf cart I suppose.
