Dear Ukrainians!
All day long, recovery efforts have been underway following the Russian strike. It’s a great deal of work. Electricity has already been restored for more than 725,000 families: Kyiv and the Kyiv region, the Dnipro and Kirovohrad regions, Cherkasy, and Chernihiv. The situation remains difficult in the Sumy region, as well as in the Kharkiv, Kherson, and Donetsk regions, due to security challenges, which complicate repair work. During the day, there were new drone attacks, shelling, and air raid alerts. Work is still ongoing in our capital.
Where necessary, energy companies have arranged for scheduled electricity supplies. In Kyiv and the Kirovohrad region, water supply restoration efforts continued throughout the day. In Kyiv, it is almost fully restored; in the Kirovohrad region, the pumps are being restarted, and the system is being refilled.
The task for all our regions is to ensure sufficient backup power for water utilities. In some communities, this has already been implemented, and it should be extended to those where we currently observe the relevant issues. Today’s strike has resulted in casualties, particularly in Kyiv and the regions, at energy facilities. Everyone is receiving assistance. Tragically, in Zaporizhzhia, the Russians have killed a child – the boy was 7 years old – my condolences.
Putin is clearly taking advantage of the moment while the world is almost entirely focused on the prospect of establishing peace in the Middle East. Most countries, all key leaders, have their attention fixed on what is happening there. And this is truly a good opportunity to achieve real peace in that region after so many victims. And this is a new low in Russian depravity – to intensify terrorist strikes at a moment like this, hitting the very lives of our people. Just last night alone, nearly 500 drones were launched in multiple waves, about 200 of them “shaheds,” also 32 missiles, mostly ballistic ones. Only one response can be given to this: more strength, more air defenses to protect our critical infrastructure, and increased pressure on Russia so that they are truly held accountable for everything they do. Sanctions must be tightened. We have discussed it with partners. Russian assets must be fully used primarily to strengthen our defense, to strengthen us, and ensure our recovery.
Today, I also spoke with the President of the European Central Bank, Christine Lagarde, about financial means to support Ukraine. We also discussed our energy system and our resilience.
I also had a call today with President Stubb of Finland. He met with the President of the United States the day before. We discussed our current steps, which contacts could help protect lives and restrain this terrorist in Moscow.
I spoke with Prime Minister Starmer of the United Kingdom – and we are counting on strong UK support in these difficult circumstances. We discussed the prospects of UK participation in the PURL initiative. It is a robust initiative that enables us to procure American weapons. This is really important. The things that protect us. In particular, it means missiles for the Patriots.
Today, I also spoke with Chancellor Merz of Germany. I informed him of the situation and the consequences of the Russian strike. I am very grateful to him, and I am grateful to Germany for the air defense systems already in place to protect Ukraine. We discussed with Mr. Chancellor the Russian intentions and our shared ability to defend ourselves and ensure protection.
I am grateful for the support to all partners who truly help through their actions, and not just words.
I held a Staff meeting today – naturally about energy, which is a key issue. But there were also reports regarding the front: in the Dobropillia areas, our forces thwarted another Russian attempt to strike our positions.
I held a meeting with everyone responsible for the international agenda: the Government, the Head of the Office, and the Secretary of the National Security and Defense Council. The tasks are clear. We know them: which countries can help Ukraine with additional air defense systems and compatible missiles. What is needed here is precisely the result I spoke about with the leaders. We have agreements at the leaders’ level; now we need efforts on the level of all our teams, and we need the corresponding results. We know which other countries can join the PURL initiative, and I expect concrete outcomes from our communication with those countries. Our diplomats must become even more proactive in this regard. And third is sanctions. The pause without new, strong sanctions against Russia for this war has lasted far too long.
And additionally, I want to commend all our people – everyone who has been working since morning: our power engineers, our repair crews, the State Emergency Service of Ukraine, public utility workers – everyone working to restore electricity to our cities and villages, to make sure our people have light, water, and, most importantly, life without terrorists, without Moscow, without war.
We must stay strong and fight together for our state and for our people. Thank you! We are grateful to everyone.

KAUNAS, Lithuania, Oct 10 (Reuters) – Alarmed by Russia’s vast military spending since its 2022 invasion of Ukraine, the three Baltic states are drawing up contingency plans to deal with the possibility of hundreds of thousands of people fleeing a Russian troop buildup or attack.
Estonia, Latvia and Lithuania have long voiced fears to fellow NATO states about possible Russian aggression, citing Russian cyber attacks, disinformation campaigns and incursions over the past few months by Russian fighter jets and drones.
Russia says it has no plans to attack NATO. But the three countries, which were annexed by Moscow during World War Two, have doubled defence spending since the all-out attack on Ukraine that followed repeated Russian denials of any such plan.
“Threats could vary,” said Renatas Pozela, who as head of Lithuania’s firefighting service is involved in the contingency planning, which has been stepped up since the three countries agreed to cooperate on civil protection in May. Details of the numbers of potential evacuees officials are preparing for are being reported here for the first time.
“It’s possible we will see a mighty army along the borders of the Baltics, with the apparent goal of taking all three countries in three days to a week,” Pozela said.
Sabotage of communications or transport links, a mass influx of migrants, civil unrest among Russian-speaking minorities or fake news sparking mass flight are other scenarios discussed in local media and beyond.
“We talk about this every month, every week – at work, everywhere,” said Arminas Raudys, 31, a volunteer playing the role of an evacuee in an exercise in Lithuania this week.
The role-play involved the evacuation of just a hundred people from the capital Vilnius, but officials interviewed by Reuters said contingency planning – still largely under wraps – was being made for much larger numbers.
Half of those living within 40 km (25 miles) of the borders of Russia and Belarus – about 400,000 people – are among them, Pozela said.
The western town of Kaunas has plans to house 300,000 people in schools, universities, Catholic churches and the arena where Robbie Williams and Roger Waters performed recently. Similar efforts are underway in other towns.
Assembly points, including in Vilnius, have been selected, trains and buses designated and supplies such as toilet paper and hiking beds stockpiled in warehouses, an official at the firefighting service said.
Those fleeing by car would be directed to secondary roads, to clear others for the incoming army, with a map already available showing the towns where they can seek refuge.
“It’s a very reassuring message to our society that we are ready and we are planning,” Lithuanian Foreign Minister Kestutis Budrys told Reuters. “We have done our homework.”

Hungarian intelligence operatives are believed to have run espionage activities in Brussels for years — and even attempted to recruit European Union officials, according to a joint investigation by Spiegel, De Tijd, and Direkt36, published on October 9.
The probe identifies one suspected agent, known only as “V.,” who was stationed in Brussels from 2015 to 2017 under diplomatic cover. Investigators say he sought to recruit an official from the European Commission.
According to the EU official who spoke with journalists, V. appeared interested not only in internal Commission affairs but also in gossip and rumors, meeting with him every few months under the guise of friendly conversation. He reportedly proposed ways to advance more Hungarians into key EU positions—and later offered money, which the official declined, Spiegel reported.
Embassy documents confirm that V. worked in the Hungarian delegation’s department for cohesion policy in 2015 under then-ambassador Olivér Várhelyi, now the EU Commissioner for Neighborhood and Enlargement.
The investigation suggests that growing pressure from Budapest to produce intelligence likely led to V.’s exposure in 2017. As the Orbán government escalated its demands for information, agents began using unsecured communication channels, increasing the risk of detection. Several EU officials also reported suspicious recruitment attempts by V., though Belgium’s State Security Service said it could neither confirm nor deny the claims.
According to Spiegel, despite the failed mission, V. continued to advance his career. Last year, he authored an article in a Hungarian military intelligence journal discussing the “current challenges” facing the intelligence community. The publication listed him as a lieutenant colonel with Hungary’s Information Office—the country’s primary foreign intelligence agency.
Spiegel also reports that at least two other suspected Hungarian agents drew attention in Brussels during the same period for overly aggressive networking efforts.
In a separate investigation, DeTijd and Direkt36 revealed that Hungarian operatives had tracked investigators from the European Anti-Fraud Office (OLAF) who were probing corruption allegations linked to a company owned by the son-in-law of Prime Minister Viktor Orbán.
Earlier, Hungarian Prime Minister Viktor Orbán openly opposed Ukraine’s potential accession to the European Union, declaring that Hungarians “do not want to be in the European Union together with Ukrainians.”

Building such secret networks within European institutions is more commonly associated with hostile nations such as Russia or China rather than EU member states.
A decade ago, IH intelligence officers in Brussels began working undercover whiled designated as diplomats, which offers them greater protection and freedom. This is a modus operandi for many intelligence agencies but countries such as Russia are particularly notorious for it.
It is striking that the Hungarian intelligence service categorizes its moles in the EU institutions according to old Soviet KGB designations. Those who agree verbally are called “trusted domestic contacts,” while those who sign an agreement fall into the category of “secret collaborators.”
According to journalists, the current European Commissioner responsible for health and animal welfare, Oliver Varhelyi, was found to be aggressively supervising these activities.
Varhelyi headed the Hungarian Permanent Representation to the EU when V. worked as a diplomat in Brussels. The reporters’ sources claimed to have no doubt that Varhelyi, in that capacity, knew that undercover intelligence officers were present in his diplomatic corps.
According to an insider, Varhelyi also “visited the IH leadership [in Budapest] on several occasions and gave presentations on EU affairs.” And the investigators allege that it was under his leadership at the EU representation, from 2015 to the end of 2019, that the practices of Hungarian spy diplomats in Brussels became so aggressive.

Wait, what? “…using frozen Russian assets” is an oxymoron. If some state is now disbursing the funds, those assets are not “frozen”: they are “confiscated.”
What “Russian” assets? Private oligarch wealth, or those Russian central bank foreign currency reserve funds?
When did this happen? Is it solid, or a rumor?
It’s huge, if true. Every state holding frozen Russian assets has been dead set against taking this step, for fear of undermining international banking conventions. If it is really beginning now, well, that is potentially hundreds of billions of dollars in new Ukrainian assets. And (again, hypothetically, if the report is correct) it could represent the beginning of European strategic reprisals for recent Russian threatening actions.
This is definitely a “sources, please” moment.

@Carlo Graziani: Oh, I see. According to defensemirror.com/news/40342 the funding is from “proceeds” (i.e. “interest”) from Russian assets, rather than from the principal assets themselves.
That’s still pretty significant, since, legally, those proceeds are as much Russian property as the frozen assets themselves. It still lends color to the view that Europe just fired a warning shot across Russia’s financial bows.

The fact that the European nation in question is unnamed seems significant. It is as if Germany, or France, or Belgium, or Italy, or the Netherlands, etc. are concealed behind some agreed unified European policy front.
There is a coded message to the Russian government here, in my opinion.

So, most of the “seized assets”, were Debt Securities, basically a cash deposit ruZZia made to secure a loan. Those “Debt Securities” have “matured”, ie. are no longer “securities earning interest” but instead a cash payout.
That cash payout, has been reinvested by EuroClear and other similar Government programs in other countries.
Those reinvestments earn interest, that interest is what make for the loans and grants programs for Ukraine.
The legal loophole is that when the Debt Securities matured, ruZZian “owners” did not “claim the cash”, because Sanctions. The cash still sits there, but with out action by the ruZZian “owners” to either reinvest the cash or repatriate the cash, (again sanctions), it earns nothing. Sits idle.
Courts have ruled that the Countries “holding” the cash, can legally reinvest it, and thus “earn” the interest from that “cash” going back to work. Government’s do it all the time with “unclaimed” assets.
Say, you have a house and property. You default on the Mortgage, the Bank Forecloses and the Court rules in it’s favour. The amount owed on the mortgage is $250K, the Bank claims $50K in expenses, (clean up, staging, commissions, legal fees, etc), but manages to sell the house and property for $500K.
So, what happens to that left over $200K?
The Bank doesn’t get it.
The Court holds it in trust for claimants. (Builders liens, 2nd Mortgages, Divorces, etc). You can get your hands on the money, by Petitioning a claim with the court. But it’s not fast, as the Court will wait to see if other claimants show up, and in the meantime, the money earns a small amount of interest. That interest has been decided for hundreds of years, to belong to the holder of the monies, which is the Court.
So if your Petition is successful, and there are no other claimants, you get $200K, period.

EuroClear is the agency most EU members set up to manage the seized ruZZian assets, but it is a Belgian Government Agency, and Belgium has been very resistant to sending money or loans to Ukraine from this source, because EuroClear and by extension, the Belgian Government, take a 25% “cut” on the earnings, kinda like a “management fee”.

The US did the same thing with Iranian assets (sort of) seized in 1980.
Basically, for over 100 years, Courts have ruled that when an “account” matures and go inactive, while the account and the interest it has earned to that date, belong to the titled owner, (ruZZia),
Any monies earned after the account has gone “stagnant” belong to the “Manager” of the monies. That has been a rule for over 100 years.
Canada, Australia and New Zealand have been doing this for over 3 years now, and it has gone from repayable “loans” to grants, to just plain cash transfers.
