I am sad to say that we have lost another member of our Balloon Juice community.

Her husband, Colm, wrote to let me know that we have lost evap.  She died in February, one year after being diagnosed.  My hat is off to her.  She was so brave as she faced what she called “this fucking disease”.

Like all the beloved BJ peeps we have lost, evap was smart and interesting and kind.   She was also quite accomplished, beloved, and successful in her life out in the world, as you’ll see if you click any of the links below.

evap had written to us in August to let us know that she had been diagnosed with ALS.

This is Vicki, evap on balloon juice.   I have been contributing monthly for quite a while and I just canceled that and will be making a larger one time donation to the blog.  In February, I was diagnosed with ALS (Lou Gehrig’s disease).  It’s a horrible disease with no treatment or cure and my disease is progressing quite rapidly. I’m hoping to stay alive Long enough to vote for Harris.   Luckily, I have a wonderful family who are taking good care of me.

I just wanted to say how much balloon juice has meant to me over the years.  I think I started reading in 2004 and I check in every day although I don’t post much. I would not have survived the 2016 election without you guys.

I don’t want to out myself on the blog, but I would be curious to know if anyone reading it has any experience with ALS. If you could think of way to ask that question I would be curious to see what people say. But no big deal if you don’t want to do that.

Thanks for everything you do to keep people sane, for targeted fundraising,  and for the animals.

So I put up this post, and many of you responded with helpful information, which she very much appreciated.

Not so fact, Bunky, says Judge Hollander — per the Washington Post, “Federal judge pushes back on acting Social Security head over threat to close agency”:

Acting Social Security commissioner Leland Dudek threatened Thursday evening to bar Social Security Administration employees from accessing its computer systems in response to a judge’s order blocking the U.S. DOGE Service from accessing sensitive taxpayer data.

Less than 24 hours later — after the judge rejected his argument and the White House intervened — Dudek is saying he was “out of line.”

Dudek initially told news outlets, including in a Friday interview with The Washington Post, that the judge’s decision to bar sensitive data access to “DOGE affiliates” was overly broad and that to comply, he might have to block virtually all SSA employees from accessing the agency’s computer systems. But Judge Ellen Lipton Hollander of the U.S. District Court for the District of Maryland, who issued the order, said in a letter that Dudek’s assertions “were inaccurate.”

“Employees of SSA who are not involved with the DOGE Team or in the work of the DOGE Team are not subject to the Order,” Hollander wrote in the letter on Friday sent to lawyers involved in the case. “ … Moreover, any suggestion that the Order may require the delay or suspension of benefit payments is incorrect.”…

Dudek, in a follow-up interview Friday afternoon with The Post, thanked Hollander for the clarification, adding, “The president is committed to keeping the Social Security offices open to serve the public.” He then acknowledged that this was an about-face from his stance in an interview with The Post earlier in the day.

“[The White House] called me and let me know it’s important to reaffirm to the public that we’re open for business,” he said. “The White House did remind me that I was out of line and so did the judge. And I appreciate that.”

Hollander issued a two-week temporary restraining order Thursday that prohibits Social Security officials from sharing personally identifiable information with Musk’s U.S. DOGE Service, which has been empowered to carry out cost-cutting across the government.

Hollander, who was appointed by President Barack Obama, wrote that DOGE “essentially engaged in a fishing expedition at SSA, in search of a fraud epidemic, based on little more than suspicion” and “never identified or articulated even a single reason for which the DOGE Team needs unlimited access to SSA’s entire record systems.”…

Hollander’s scathing, 137-page order was the latest court ruling preventing DOGE, which stands for the Department of Government Efficiency, from sifting through databases of federal agencies because of privacy concerns. Other federal judges have ruled that the Treasury and Education departments cannot share sensitive data with Musk’s team.

But DOGE’s activities at Social Security have drawn particular scrutiny because of its role as the government’s central hub for Americans’ most sensitive personal and financial information. The agency is the country’s largest benefit-paying entity, keeping data on millions of individuals who interact with other federal agencies, including the IRS, Centers for Medicare and Medicaid Services and the Agriculture Department, as well as state unemployment offices. About 73 million retired and disabled Americans receive monthly benefits from Social Security…

Since the White House elevated him to the top acting job six weeks ago, Dudek has made major changes. A mid-level data analyst accused by several now-retired career leaders of improperly sharing information with DOGE, Dudek has moved to eliminate 7,000 staff roles, announced plans to close dozens of regional and field offices and has claimed that fraud is endemic to agency operations, despite numerous audits and studies over the years saying otherwise. Trump’s nominee to run the agency permanently, Frank Bisignano, is slated to appear at his Senate confirmation hearing next week…

And I’m sure we’re all shocked that Bisignano is best known as a dedicated job-eliminator and all-purpose Republican tool.

I get the impression—and this letter from Judge Hollander in the SSA DOGE case helped to crystalize it—that the federal bench is developing new procedural mechanisms for dealing with the Trump admin. It bodes well, I think. (Quick thread.)

In this letter, issued in response to media hits by Trump’s acting SSA director, in which he stoked fear about SocSec checks getting delays, Hollander does seven interesting things in the course of three quick paragraphs:

She (1) acts on her own initiative, without waiting for the admin to bring an issue to her formally, (2) issues a detailed, specific clarification of her previous rulings, (3) slaps down misinformation propagated in the media, (4) calms public fears of government disruption…

…(5) warns the admin against specific future bad acts, (6) instructs the admin how to get further clarification, and (7) makes explicit that this is a binding Order.

That’s a lot for three paragraphs!…

None of this is a solution for everything—you still have to get the kids to brush their teeth, and figure out consequences if they don’t—but it speeds up the process, and makes imposing consequences a lot simpler and more straightforward.

And in the case of the Trump admin, it protects the courts from the kinds of reflexive low-grade bad-faith bullshit that most lawyers in or out of government would never pull with a federal judge, but which Trump’s minions revel in.

A principle of organizing is that you want to go outside your target’s experience—it confuses them and slows them down.

Trump II has benefited mightily in the last few months from going outside our collective national experience. But that advantage may be weakening, in the courts and elsewhere...

Another way of thinking about this is that Trump’s lawyers have been rampaging through the courts these last few weeks like smallpox in an immunologically naive population.

But judges who are interacting with them are developing immunity, and perhaps some basic vaccines.

At least seven explosions have been reported in Zaporizhzhia as russia continues its attacks on civilians with waves of drones.

I wish you good health!

And greetings to all of you – participants of the Conference, and everyone helping to release people from captivity.

This Wednesday brought very good news for all of us in Ukraine – 197 more of our people were brought home from Russian captivity. The hundreds of thousands of joyful posts on social media, and all the media coverage about the return of our men, show just how much Ukrainians await and honor their people, how happy we are to see our people come back.

We remember every single person who is in captivity – all our service members and all our civilians. We are searching for information and confirmation about everyone who may be held captive by the Russians, but on whom there is no definite information yet. And it is always a moment of joy when we manage to find someone and bring them home.

For more than three years now, nearly the entire duration of this war, our Coordination Headquarters – all the services working to bring our prisoners home – has been operating. Over four thousand people have already been returned – 4,306. And we will bring everyone back.

All my negotiations, every meeting with our partners who can help, always include the issue of our Ukrainian prisoners. Now, as we speak with the American side and other partners about how to bring the war to an end, the release of prisoners is one of the very first key steps we discuss. We believe this is something that must definitely happen. I thank all our partners who support us in this effort – and everyone in Ukraine and around the world who keeps the issue of prisoners on the public agenda.

I also ask all of you to remember that each person we release is, in fact, a feat of those on the front line who replenish our exchange fund. I want to thank all our warriors for such bravery. And please, I ask you not to forget that bringing people home should not be the end of caring for those who were in captivity. It is a duty of all levels of government – and of every person who is simply able to help.

Today, I want to thank everyone involved in this team effort – the Office of the President, the Defense Intelligence of Ukraine, the Security Service of Ukraine, the Ministry of Internal Affairs, the Ombudsman, and all others whose efforts bring Ukrainians home. We always bring our people back – and that is one of the most important principles of our state. That’s how it is, and that’s how it will be. Thank you!

David Khomeriki was arrested by the police on December 2, 2024, for participating in protests.

BRUSSELS, March 21 (Reuters) – European Union leaders are now in agreement that the EU must be fully capable of defending itself against a Russian attack by 2030, despite earlier resistance to the deadline from some countries, Poland’s Prime Minister Donald Tusk said on Friday.

Europe is dramatically stepping up spending on defence because of concern that the United States, which had guaranteed Europe’s security since the end of World War Two, was no longer keen to do so, shifting its attention to the Indo-Pacific.

But not all EU countries are equally committed to higher defence spending, especially those geographically further from Russia.

Speaking after a summit of EU leaders that discussed the EU plan to step up defence readiness, Tusk said countries now spending less than others on defence had been reluctant to accept the five-year scheme proposed by the European Commission.

“Behind the scenes… it stirred some emotions. Especially in countries that spend little on defence now.

There are several large countries that still spend very little. And they don’t want to spend more. For now,” Tusk told a press conference.

NATO member Spain spent 1.28% of GDP on defence in 2024 and Italy spent 1.49%, falling well short of the agreed NATO target of 2% of GDP, despite three years of war in Ukraine and U.S. pressure to further raise the NATO defence spending target.

Slovenia, Belgium and Portugal also spend between 1.29% and 1.55% of GDP on defence. Italy plans to increase military spending to 1.6% of GDP in 2027, while Spain wants to reach NATO’s spending target of 2% of GDP only before 2029.

“Our position, shared with Denmark and Sweden, was that the more Russia has the advantage today, the more we have to hurry. We finally accepted, as the European Council, this commitment that by 2030 Europe must obtain full defence capabilities,” Tusk said. “By 2030 Europe must be, in terms of army, weapons, technology, clearly stronger than Russia. And it will be.”

Tusk said the five-year deadline corresponded to analysis by NATO head Mark Rutte that this was the amount of time Europe had before Russia rebuilt its offensive capabilities, after losses suffered in Ukraine, sufficiently to be ready to attack Europe.

He made clear this did not mean Europe expected an attack by Russia in 2030.

“It is key that Europe be really capable to defend itself and deter Putin,” Tusk said. “Or, it is less about defending and more about showing through facts, decisions, that Putin’s Russia does not stand a chance against Europe that is united and well-armed. It is the only effective method to avoid a war.”

A federal judge on Thursday temporarily blocked billionaire Elon Musk’s Department of Government Efficiency from Social Security systems that hold personal data on millions of Americans, calling their work there a “fishing expedition.”

The order also requires the team to delete any personally identifiable data in their possession.

U.S. District Judge Ellen Hollander in Maryland found that the team got broad access to sensitive information at the Social Security Administration to search for fraud with little justification…

The order does allow DOGE staffers to access to data that’s been redacted or stripped of anything personally identifiable, if they undergo training and background checks.

“To be sure, rooting out possible fraud, waste, and mismanagement in the SSA is in the public interest. But, that does not mean that the government can flout the law to do so,” Hollander wrote.

The Trump administration says DOGE is targeting waste in the federal government. Musk has been focused on Social Security as an alleged hotbed of fraud, describing it as a “ ponzi scheme ” and insisting that reducing waste in the program is an important way to cut government spending.

The ruling, which could be challenged on appeal, comes in a lawsuit filed by labor unions, retirees and the advocacy group Democracy Forward. They argued that DOGE access violates privacy laws and presents serious information security risks. The lawsuit included a declaration from a recently departed Social Security official who saw the DOGE team sweep into the agency said she is deeply worried about sensitive information being exposed…

Lee Saunders, president of the American Federation of State, County and Municipal Employees, called the ruling a “major win for working people and retirees across the country.”

Skye Perryman, president of Democracy Forward, said that “the court recognized the real and immediate dangers of DOGE’s reckless actions and took action to stop it.”…

Hollander, 75, who is based in Baltimore and was nominated by President Barack Obama, is the latest judge to consider a DOGE related case.

The team has drawn nearly two dozen lawsuits. Earlier this week another Maryland judge found that DOGE’s dismantling of United States Agency for International Development was likely unconstitutional.

While other judges have raised questions about DOGE’s sweeping cost-cutting efforts, they have not always agreed any risks are imminent enough to block the team from government systems.

Too many lives and too many systems will be broken, but let’s not panic just yet.

I almost never wake up in the night like this, tired, but unable to sleep.  So I’ve got nothing, really, except a desire for a post that isn’t about the current awfulness.

So here’s a pretty picture that GB in the HC sent me.

And here are a couple of photos of my new sort-of-lasagna creation from earlier today.

In the morning – if anyone is interested – I  can share the recipe I made up – can’t share it now because I haven’t written it down yet. :-)  But it’s so much simpler than lasagna, and I love that it’s portion sized and everything doesn’t ooze all together like regular lasagna does once you cut into it.

Open thread, but maybe just for non political stuff?
