Devil in the details.
The funds are to compensate school districts when students living on base attend schools outside the base.
Over the years it has grown to $xx for every child attending a local school.
The Proposal would return the funding levels to apply ONLY to children living in base housing; the parents of children living off base already pay the local (usually property) taxes that go into the school district’s budget.
