For those of you biting your nails or popping popcorn, here’s the Daily Whipline [pdf], the House Majority Whip’s report on what’s going to happen on the House Floor today. Summary:

  • House convenes at 1 PM with the usual bullshit (prayers and some spouting off.)
  • An hour of debate, and then a vote, on the rule that sets down how the House will debate the Senate amendments to the House bill, and the reconciliation motion. Louise Slaughter will manage this with her ceremonial katana sword while swigging from a bottle of T-bird.
  • Assuming the rule passes, two hours of debate and then a vote on the Senate amendments (HR 3590) and the reconciliation (HR 4872). Steny Hoyer has the honors, and I assume he’ll use his ceremonial bullwhip and distribute a tray of Jell-o shots, pursuant to the rule passed above.

It says the session will go into the “evening”, which I’m sure is an accurate prediction. I’d suggest a good drinking game where you take a shot every time a Republican is ruled out of order, but I don’t want any deaths from alcohol poisoning on my conscience.

Since this document urges all Democrats to vote yes, I assume that some teabagger will equate it to Steny Hoyer pissing on the Constitution in the well of the House, but I fearlessly link to it anyway, in the interest of transparency.

Update: Ezra says the House leadership predicts a vote at 9 PM.

    Just once, I wish the procedural vote was straight party line. No Dems showing their cowardice and voting with the GOP animals.

    Can we place bets on who will make the craziest speech? I think Bachmann and King have to be disqualified for obviousness, so my win, place and show will be….

    And speaking of whipcounts, does anyone have an idea WTF is going on with Loretta Sanchez?

    * In a bizarre development, Rep. Loretta Sanchez (D-Calif.), a Blue Dog who voted for reform in November, blew off work altogether yesterday and went to Florida to do some fundraising. Despite her previous support, Sanchez may or may not vote today, and if she does, the leadership now expects her to switch from “yes” to “no.”

    Even if your rep is a solid yes, call their office and voice your support. They’re no doubt getting hassled by wingnuts, so pump them up and ask them to help with the whip count.

    @Loneoak: Awesome! This is important for so many reasons, not the least of which is this vote needs to clear the bar by more than just a couple inches. The more decisive the vote, the better (read, stronger) the Dems look, which will be important for future legislation. Further more, it’s a lesson to the public at large that people with divergent opinions can actually, you know, agree to disagree yet cooperate for the greater good.

    @lamh31: The Stupak deal? I shudder to think. But I can’t imagine he got anything into the actual language of the bill. Probably there will be some sort of signing statement reaffirming Hyde, the ‘baggers and PUMAs will call it a betrayal, the end of Roe, call on HIllary or Dennis or Howard or ? to mount a primary challenge, then JP Stevens will announce his retirement and everybody will get their perspective back.

    Spoke to Solomon Ortiz’ (D-TX) office — he was listed earlier as undecided. The staffer told me that they’d been getting lots of ugly calls, but that Rep. Ortiz is a “yes.”

    Reportedly, that’s what it will be — an executive order reaffirming that Hyde applies to HCR. It’s silly, it’s pointless, and Stupak is a petulant, narcissistic fucktard.

    Abortion services are legal, and they are often medically necessary. They should be available under whatever the funding source. I don’t like Hyde, but it’s the law, and if an executive order saying that “yes, we will follow the law in implementing this reform,” then fine. This is kabuki; what matters is getting the votes.

    I will definitely be checking in with Balloon Juice throughout the day.

    I think if this bill passes, I’ll burst into tears just like when Obama won. I get all misty just THINKING about it passing. I’ll probably be some sort of body of water if it actually passes.

    The opposition to a bill that will actually help people get the MEDICAL ATTENTION they need, have better access to it makes the mind reel. At least if the bill passes, it’s a step in the right direction.
