BURNS – Restoring life to normal at the Malheur National Wildlife Refuge headquarters will require accounting for the most mundane of government property – paperwork.
Federal workers last week began inspecting the grounds to find out what the armed protesters had done in 41 days of controlling the compound.
They discovered no major damage to buildings so far. They still need to assess ditches and roads carved out by some of the militants. Members of the Burns Paiute Tribe are taking the lead to judge if artifacts or sacred grounds suffered.
But it’s clear the occupiers helped themselves to file cabinets and desks, rifling through and scattering government files…
And that means sorting and restoring files that are in a sense the operating instructions for the 187,000-acre reserve. They tell Karges and the other 15 employees how to work the five dams used to control water flowing off Steens Mountain. They identify 300 prehistoric sites that need more work. They map the intricate irrigation systems used to get water to the right fields and ponds at the right times for the right birds…
Karges was limited in how much he could describe the damage or items that remained. Those are likely to be elements of new criminal charges that could come as soon as next week, according to law enforcement officials… But he did describe how the occupation has disrupted work at the refuge.
One example is the troublesome carp. The invasive fish has disrupted insect and plant life so profoundly on the refuge that migratory bird traffic has fallen. The refuge and its partners have crafted an elaborate plan to tackle the carp population. Key meetings were planned for this winter.
“We weren’t able to move forward with that,” Karges said…

@Hillary Rettig: Troublesome carp is kind of an understatement. Not only are they severely detrimental to the environment, they are dangerous to people too. This past summer a woman boating on the Mississippi was killed by one.
For those not in the know, they leap into the air when boats pass, quite often into the boats where they hit people. I’m not a motor boat enthusiast, but I go catfishing on the Mississippi a couple times a year with a canoe and they leap out of the water even then. It’s quite the startling event to have a 30 lb fish jump out of the water right next to you.

@Baud: I have asthma, usually well controlled. But a nasty cold like I caught 10 days ago turns into pneumonia quick if I don’t watch out. And sometimes when I do. Mistaking a cold for dust allergies and taking my steroids to reduce the inflammation probably helped it really embed. I’m almost better now. Properly used antibiotics are miracle workers.

I will be going to the counter-demonstration today (people in support of keeping public lands public) and against my employer’s advice will be sporting some Forest Service clothing.
This is ground zero — Portland — so the wingnuts will be gathering in front of the federal courthouse. Right above us in the county lockup will be all the Malheur perps in their cells.
Turnout will be dampened by the rain, so I don’t expect more than a couple dozen “patriots” to attend, outnumbered by counterprotesters. This is not some rural ranching town where they can boldly march around in their pretend soldier costumes while brandishing their ARs — we should have a pretty strong show of force by police and I don’t expect the Bundynistas to be open carrying. They will have lots of U.S. flags though; in their minds they are the only True Americans.

Regarding the Troublesome Carp: the Asian variety is the dangerous one. They grow huge, jump out of the water and eat absolutely anything. They’re currently only a few miles from Lake Michigan and if they get in the ecosystem will be devastated. It will probably happen. I just hope not in my father’s lifetime. Kevin Drum has posted links to the Tax Policy Institute’s analayses of the top 5 candidates’ tax plans. As you’d imagine, Hillary’s is incrementally progressive. Sanders, Cruz, Rubio, and Trump would make major changes to the tax code, although Sanders’ is in a different direction, obviously.
My main takeaway is that the GOP promises the same old, same old we saw with Bush, which is not good for the country IMHO.

@martian: @OzarkHillbilly: I just made OzarkHillbilly’s breakfast thingie this morning. So good and a really easy breakfast for me for the next 5 days.
Here’s my quick and dirty version of the recipe. The quantities and details of the various items don’t matter, just the proportions. Basically it’s equal parts of fruit, the dry mix and the wet mix.
Really simplified recipe::
2 cups of just about any fruit (maybe not fresh pineapple)
2 cups of dry mix (whole oatmeal + cinnamon)
2 cups of wet mix (2 cups milk, 1/8 cup brown sugar, splash of vanilla, a generous pinch of salt + one beaten egg).
My choices this morning:
Step 1: Melt a small pat of butter in the bottom of a baking dish (so it doesn’t stick) in the oven as it preheats
Step 2: Layer one cup chopped apple (basically one good size apple) in the bottom of the dish
Step 3: Layer one cup of frozen raspberries
Step 4: Layer the dry mix
Step 5: Pour the wet mix over the top
Bake at 350 degrees until brown, about 35 minutes
To serve, I melt butter in a pan on the stove, add brown sugar, then put one serving in the pan and heat until warm. Move it to a bowl, then pour a splash or two of milk in the pan to warm it and get any remaining brown sugar and butter that’s in the bottom of the pan. Sometimes I add chopped pecans to the bowl.
Notes: the original recipe calls for butter and much more sugar IN the oatmeal casserole, but I prefer adding the butter and sugar as I am reheating – I think it gives a richer taste for the same amount of fat & sugar.

@efgoldman: The BLM, coordinating with the Department of Justice, is trying to figure out what to do with them. They are still under a seizure order from a Federal court due to the unpaid grazing fees. However, BLM has several concerns:
1) There are still Bundys and their supporters at his Bunkerville Ranch and in the surrounding communities that could place BLM personnel at risk.
2) In relation to item 1, Cliven Bundy sent violently threatening letters to many of the companies that BLM would contract with to do the removal, transport, and/or house the cattle. So none of the companies want to get involved. This is almost a textbook example of the state level crime known as terrorizing/making terroristic threats.
3) The cattle are a special breed, imported from India, that can handle high heat, little water, and sparse vegetation. They are also known for having particularly unpleasant dispositions. So they are naturally ornery and Bundy has essentially let them go feral. So this isn’t like rounding up the normal, dimwitted cows we often see on TV. Rather it is trying to round up large, nasty, feral animals. And trying to do so in harsh conditions with a potential threat of human directed violence against those doing the round up.
4) It is also important to remember that Bundy doesn’t brand his cattle, nor has he taken proper care of them. So in addition to being feral, and a specialty breed, because they’ve not had proper veterinary care there is no telling what they are carrying. This means that brining them anywhere where they can come into contact with other ranchers cattle, or even people, is not a good idea. In order to do this right they would have to a) round them up, b) transport them in a controlled manner to a containment facility, c) have each cow evaluated by a veterinarian, d) go through a complete course of treatment for whatever they might have, e) be reevaluated to make sure they’re disease free, and then finally to f) be made available for auction with the proceeds going to pay off Cliven Bundy’s outstanding grazing fees and the fines and interest that has accrued on them.
Since all of the above is a real pain in the tookhas, right now no one is doing anything but monitoring the situation. Some of it is that I’m not really sure anyone really knows the best way to go about all of the above so that Cliven Bundy and his cattle don’t cost the taxpayer any more money than they already have. You’re only other option is to basically slaughter the entire heard where they currently are. This means hiking in, identifying they are unbranded, which is basically the Bundy brand, then killing them and burning the carcasses immediately to prevent spread of diseases. That too is a lot of work, and honestly, a lot of waste. Regardless of what one thinks about eating or not eating meat, even if the slaughtering was done as humanely as possible under the conditions that exist where the rogue cattle are, you’d have to just destroy all the beef. Better to treat the animals to get them healthy and then if they’re to be slaughtered, ensure the meat is donated to those programs that work to assist people suffering from food scarcity.

I saw some of the footage. Not just the big extreme examples but what’s going on at just at any Trump rally is really repellent. He stands up there and bullies the protesters and his fans roar in approval. They’re proud of this douchebag who pumps himself up by punching down. That’s “leadership”.
Boy, I hope conservatives are proud of what they’ve created. In ’08 they used to lecture me that Obama supporters were “cultists”- but there was never any hate at Obama rallies. Some of his younger supporters treated him like a celebrity but Obama himself never used that to gin up hate against ANY group. It was positive, overwhelmingly. Obama didn’t require opposition to make them come along with him.

I agree about the nature of what was termed Obama’s “cult” members and that does seem to fit reality. There was no fomenting of violence.
However, it doesn’t fit the ginned-up meme of the extreme right. On the drive up I-5 from California to Washington, rural property owners have signs up on their properties like, “Wake up America! Obama is killing us!”
Plus, if you add the crazy notion that is fronted by prominent Republicans (that Obama is causing all the angry violence that is happening in our country today) then reality has a very liberal bias.

@OzarkHillbilly: The dangerous jumping carp are four species introduced in recent decades- grass, black, silver, and bighead carp. They are found in the Mississippi River system and people are trying to keep them from spreading to other watersheds.
Those fish are very different from the common carp which is the one found at Malheur. That species does not jump out of the water, but instead is a bottom feeder that stirs up muck. It was widely and deliberately introduced around the U.S. back in the late 19th century, and by the time it wore out its welcome it was too late to get rid of it.
They are all carp, but there has been a certain amount of confusion between the ‘old’ and ‘new’ carp which present very different issues.
