I’m not seeing it either… but I have my browser set to ignore certain things.

Nothing really to ignore, that I could see. No special Javascript or other funky/annoying doodads. Might just be the way the order in which the layout loads via CSS?

It’s a DHTML effect. It might only work in some browsers on some systems.

Great effect, good lefty links on his site, but the taint of reflexive anti-Bush positioning is sad.

Ah – it’s from this:
Only IE5.5+, and you need Page Transitions enabled under Tools | Internet Options | Advanced.
More Info on the effects.
I use Opera 7 as my primary, Firebird .6 as secondary, IE as a last resort, and transitions were disabled. ;)

Doh. Forgot to strip the tags.. from this:
meta http-equiv=”Page-Enter” content=”blendTrans(Duration=1.0)”
meta http-equiv=”Page-Exit” content=”blendTrans(Duration=1.0)”
