In May, the World Health Organization recommended that governments make sure test positivity rates were at 5 percent or lower for 14 days before reopening. A COVID-19 tracker from Johns Hopkins University shows that 33 states were above that recommended positivity as of July 16…

Malaysia’s daily numbers. Nine new cases. Five cases from local infection. Four Malaysians consisting of three cases from two clusters in Sarawak and one detected in pre-surgical screening at a hospital; one non-Malaysian, a Chinese national screened prior to travel abroad. Four cases from imported infection: three Malaysians returning from Indonesia (2) and Singapore, one non-Malaysian returning from Pakistan. Cumulative total 8,764 cases.
Five more patients recovered and were discharged, total 8,546 recovered or 97.5% of the cumulative total. 96 active and contagious cases are in hospital for isolation/treatment; one patient is in ICU, but not receiving respiratory assistance.

Yesterday, Urumqi In Xinjiang “Autonomous” Region reported 16 new domestic confirmed cases and 8 new domestic asymptomatic cases. At noon time today, the city reported an additional 12 new domestic asymptomatic cases. The brings the Urumqi outbreak total to 17 confirmed cases and 23 asymptomatic cases (plus one asymptomatic case exported to Zhejiang Province). All of the cases within the past 36 hours have been discovered from identified close contacts, already under quarantine and medical observation. 263 individuals are currently identified as close contacts and placed under quarantine. I still have not seen any case summaries, so I cannot decipher the distribution of the cases and transmission chains, though the cases seem to be concentrated in the very large Tianshan District.
All residential compounds in Urumqi have been placed under lock down (residents can access the common areas, but not enter or exit compounds), community and property management have taken over responsibility of deliver of delivery into food and daily necessities to residents.
Urumqi is embarking on a mass screening campaign, much like the one Beijing has just gone through, starting with testing all residents and travelers in Tianshan District. As with Beijing, Wuhan and other cities in China are sending personnel to Urumqi to collect samples and run tests.
Beijing reported a new domestic asymptomatic case yesterday, so the Xinfadi outbreak is not completely snuffed our, yet.

Hong Kong reported 64 cases today, 60 from local transmission, with transmission chain not yet identified for 35 of them. There are an additional 60 cases preliminarily identified, not yet formally reported. Macau and Main Chinese cities around the Pearl River Delta are requiring all visitors from Hong Kong To go under centralized quarantine for 14 days.

Deaths divided by the total guesstimated number of infection is Infection Fatality Rate. That is why IFR is estimated to be anywhere from 0.5% to 1.2% around the world, but CFR is anywhere from > 1% to > 10%, depending on the testing rate ( and leaving aside the few countries with very limited cases and no fatalities, such as Vietnam).

There’s been a small uptick (to a total of 116) in the Bahamas because people are coming in from the States, and I wouldn’t be surprised to see them to slam down travel in again before long. This old New Englander is having real trouble dealing with the Bahamian heat, especially as we haven’t had power since September 2019 (thanks, Dorian), but the thought of returning to the States and having to drive the length of the East Coast to Maine with three cats is intimidating. I’d plan to drink a hella lot of coffee and make only one stop (with friends in Virginia) on the way, and my isolated island should be safe, but it’s still daunting.

The UK is reporting 13 deaths of confirmed COVID-19 sufferers in the past 24 hours, all of them in England. The deaths were of people aged between 49 and 96 years old, all with underlying health problems. The numbers reported on Sunday and Monday are usually down because some offices are closed for the weekend and reports don’t get through to the central authorities in a timely manner.
The numbers for Scotland are zero deaths, 21 new confirmed cases, 305 people in hospital with confirmed or suspected COVID-19, eight of whom are in intensive care. Pubs and restaurants are open for indoor eating and drinking with the First Minister continuing to urge caution and expressing a willingness to swiftly reimpose lockdowns if things get out of hand.
Here in Scotland masks are recommended but not compulsory except in shops and public transport. From what I’ve seen on my infrequent trips outdoors very few people wear them in the street or going about their daily business. Delivery people, mailmen etc. are mostly wearing masks.

I see that Maryland, where I live, has gone from yellow to red on Dr. Frieden’s map. Not surprised – our daily count of new cases has gone from the mid-300s in late June to the 600s and 700s now. Deaths are still mostly in the single digits, but they’ll almost surely be going up before the month is over. Would be nice if Gov. Hogan would be proactive and close the restaurants and stuff again now, rather than wait until the death count rises again.
