Yesterday, China reported 17 new domestic confirmed and 9 asymptomatic cases, all in Xinjiang “Autonomous” Region (and all but one confirmed at the regional capital of Urumqi, there was also a confirmed case at Kashgar in Xinjiang that was exported from Urumqi). In total, the Urumqi outbreak now has 46 confirmed cases and 50 asymptomatic cases, plus 1 confirmed case exported to Kashgar and 1 asymptomatic case exported to Zhejiang Province. 3016 individuals have been identified as close contacts and are under quarantine, all of whom have been tested. Still no case summary information.
China also reported 5 imported confirmed, 1 imported suspect and 4 imported asymptomatic cases:
Qingdao in Shandong Province: 1 confirmed case, previously identified as asymptomatic; Qingdao reported 1 confirmed and 8 asymptomatic cases on 7/18, all are Chinese nationals working for SinoPec (a Chinese state owned oil major) returning from Kuwait, now it is 2 confirmed and 7 asymptomatic; all 350 passengers on the chartered flight are under quarantine
Chengdu in Sichuan Province: 3 confirmed and 3 asymptomatic cases; 2 confirmed cases are Chinese nationals returning from the Philippines (via Cambodia), 1 confirmed and 3 asymptomatics Chinese nationals returning from Egypt, arriving on the same flight
Hohhot in Inner Mongolia: 1 confirmed case, no case information, flight diverted from Beijing
Shanghai Municipality: 1 suspect case, a Chinese national returning from the US

I just spent a weekend at an eco-resort two and half hours driving from Wuhan with my family, as well as families of several of my wife’s close friends. The resort is a fully functioning organic rice farm, also has an organic fruit garden. All in all a very nice experience. It was great to get out of Wuhan for pleasure.
None of the service or management staff wore masks, and we did not have to produce green health codes, no temperature checks. Almost all of the guests were from Wuhan, and everyone wore masks upon arrival, but took them off soon after. The resort of ~ 15 suits were fully booked for the weekend, with ~ 60 guests. Guests generally kept to their own groups. Masking rate among the locals in the neighboring villages and towns is < 5%, and none of the monks and nuns in the Buddhist temples and monasteries we visited wore masks (though it is not a touristy area). It was almost like back to pre-COVID normal, the only reminder of the pandemic is reading about the outbreak at Urumqi, and the sh*tshows across world (basically everywhere other than most of East/Southeast Asia, Oceana, most of Europe, and Canada).
The area was significantly affected by the recent heavy rain and flooding, all of the rivers/lakes/reservoirs all had clearly elevated water levels (with government workers and volunteers manning 24/7 watch on the dykes and dams), and some mountain roads were closed due to landslides (or dangers thereof).
Returning to Wuhan, most people have taken off their masks in the area around my residential compound, though masking is still required in hospitals, public transportation, and public indoor spaces. Taxi and ride share drivers still wore masks and disinfected their vehicles after each fare.
China is reopening cinemas and theaters in the coming days, with social distancing restrictions: 1/3 capacity with strict spacing between occupied seats, programs < 2 hour longs, masking mandatory, no food or drinks allowed. I doubt the cinemas will break even with these guidelines, neither will the movie productions.

There’s been an embarrassing own-goal here in Scotland in the fight against COVID-19 — a Scottish-based call centre dealing with NHS England COVID-19 contact tracing has been abruptly closed after half a dozen of the staff were confirmed to have contracted the disease. I had believed, without investigating it deeply that any contact-tracing effort was being carried out and coordinated via home-based workers over secure VPN and not workers congregating in a call-centre plague pit.
Generally, Scotland is reporting zero deaths and only seven confirmed cases over the past 24 hours but with the caveat that Monday’s reports are usually lower than reality due to administrative delays over the weekend.
