Spent the day in Jefferson City covering the submission of signed petitions to get an abortion rights constitutional amendment on the ballot in Missouri. In approximately twelve weeks the organizers and thousands of volunteers gathered more than 381,000 signatures (with a minimum of 172,000 required) , including meeting the required numbers in all eight congressional districts and getting signatures in all 114 counties. The petitions are organized by county and physically presented at the State Information Center (Secretary of State) for certification.
After the submission of the petitions the organizing coalition held a rally at the state Capitol.

One of the chef’s kiss (and ironic) aspects of the process by the organizers was having a pair of volunteer clinic escorts in vests accompany each individual rolling the boxes of signed petitions on hand trucks to the door at the state information center. Freakin’ brilliant.

Under current law, in Missouri, a constitutional amendment initiative petition is required to get signatures of 8% of voters in 2/3 of the congressional districts. Effectively 6 out of 8. It takes effect with a simple majority vote. The governor (currently a right wingnut) sets the election date once the signatures have been certified. I’ve read reports that it won’t be possible to certify this initiative for the August primary, so it’s probably going to be on the November ballot.
The right wingnut majority in the Missouri General Assembly is pushing legislation to change the requirements, which will require approval from the voters. It makes it more difficult to pass initiatives. Ironically, this limitation would only take a simple majority to pass.
This could end up as the same sequence of events in Ohio.
The organizing group for the abortion rights initiative is armed for bear. Their legal team has already stuffed Missouri’s right wingnut Attorney General Andrew Bailey and right wingnut Secretary of State Jay Ashcroft (legacy!) in court for their obstruction on this several times.

Well, just as a heads up to Missouri and other right wing states, passing a constitutional amendment may not the be silver bullet you think it is. Here in Ohio our Attorney General is arguing that the voters didn’t MEAN it when they passed the amendment. They were confused. What they really wanted was a return to what was in effect before Roe v. Wade was overturned, 24 hour waiting periods were what they really wanted. Also, too, we are filing another suit to claim when voters said they wanted abortion legal up to 24 weeks, what they really meant was they wanted it legal up until you can hear a heartbeat.
