War for Ukraine Day 1,251: Cascading Effects

by Adam L Silverman|  July 29, 20258:59 pm| 13 Comments

This post is in: Foreign Affairs, Foreign Policy, Military, Open Threads, Russia, Silverman on Security, War, War in Ukraine

It has been a very long, very hot, very weird day. Again. So I’m just going to run through the basics, get cleaned up, and rack out.

The cost:

23yo Diana was 7m pregnant. She stayed in the maternity ward for pregnancy monitoring.
russians attacked that hospital last night — ending Diana’s life and murdering her unborn child.
“She did everything to protect our baby… russians took it all away,” said her husband Oleksandr.
Unforgivable.

I don’t know how to wrap up the day and fall asleep. So many people died today. Again.

A humanitarian aid line was attacked and five people killed. They needed that aid because of Russia’s war, and Russia killed them for trying to get it.

A maternity hospital was hit. A pregnant woman was killed. She was on the phone with her husband, telling him she was heading to the shelter when he heard the blast. He jumped in the car and drove to the hospital. He saw her slippers on the street…

It’s so awful. So tragic. So unnecessary. It changes nothing in any military sense. It’s just killing for the sake of killing.

And I don’t know how to process it, even after all these years. I just don’t know…

We are still seeing cascading negative effects from last week’s efforts to neuter Ukraine’s anti-corruption organizations.

EU threatens to cut aid to Ukraine unless independence restored to anti-corruption bodies.
Parliament to vote on issue on July 31.

From Ukrainska Pravda:

The European Union has delivered a warning to Kyiv via diplomatic channels, stating that if the Ukrainian parliament fails to fully revoke the provisions of law No. 12414, financial support will be suspended.

Source: Ekonomichna Pravda sources within the Ukrainian government and parliament; European Pravda citing sources in EU institutions

Details: EU officials are preparing for a scenario in which, on Thursday 31 July, during a vote in the Verkhovna Rada (Ukraine’s Parliament), MPs either fail to pass any legislation restoring the independence of the National Anti-Corruption Bureau (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO), or adopt amendments that result in only partial restoration.

As reported by Ekonomichna Pravda, “on 24 July, EU representatives informed PM Svyrydenko’s government via diplomatic channels that they are suspending all financial aid to Ukraine.” “Everything is on pause until the situation is rectified,” one source stated.

An EU official involved in this communication confirmed to European Pravda that Brussels has indeed issued a warning to Kyiv but clarified the scope of the freeze: “Yes, the EU has warned Kyiv. If the law is not passed, loans financed through revenues from frozen Russian assets under the ERA programme will stop – we will simply stop disbursing them. Funding from the EBRD and EIB will also be suspended,” the official stated on condition of anonymity.

At the same time, European Pravda’s sources say the Ukraine Facility programme, which provides macro-financial aid linked to reforms, is not expected to be frozen. The EU recently approved the fourth tranche under this programme, although in a reduced amount. In August, Ukraine is expected to receive €3.05 billion instead of the expected €4.5 billion due to reform delays. This tranche is reportedly not subject to further freezes, but since it is already reduced, any further reform delays as defined by the Ukraine Facility conditions may result in future cuts.

The EU has also begun raising concerns about other reform-related matters, including the appointment of the head of the Bureau of Economic Security based on the results of a completed competitive process, several sources told European Pravda.

Brussels believes Ukraine must understand the consequences if Kyiv fails to reverse last week’s rollback of anti-corruption reforms.

Background: In July, despite expectations of positive decisions from the EU, Kyiv initiated what some view as a retreat from anti-corruption measures.

Russia Shows Absolutely No Regard for Anyone in the World Who Wants to Bring This War to an End – Address by the President

29 July 2025 – 20:07

Dear Ukrainians!

Today has been a difficult day. There were many killed and wounded in the Zaporizhzhia region: Russian bombs struck a correctional facility. The Russians knew this was a civilian site; they could not have been unaware. Sixteen people were killed in this strike. My condolences. Another 43 were injured. A brutal strike also hit the city of Kamianske, targeting the grounds of a hospital. Three people were killed, and many others were wounded. In our Kharkiv region as well – more Russian strikes, more losses. The Donetsk region faces daily strikes. Russia shows absolutely no regard for anyone in the world who wants to bring this war to an end. Just yesterday, there was a very necessary statement from U.S. President Trump. There is a lot of support around the world. But still, strikes continue, and even the demonstrative killing of our people by Russians continues. Every such Russian strike, every act of Russian boorishness in response to the world’s calls to stop the war – all this only proves one thing: pressure is necessary. More sanctions are needed against Russia, steady support for Ukraine and our defense of life, coordinated diplomacy for peace. I want to thank everyone who is working with us in exactly this way.

Today, I spoke with the Prime Ministers of Canada and Denmark. Clear support. We discussed our defense and military needs. I am also grateful for their strong positions in communications with our other partners. We must see threats the same way, and we must respond uniformly. I appreciate Denmark’s stance in support of our movement toward the European Union – and for the view that the accession conditions for Ukraine and other countries must be fair. In particular, the conditions and all that was agreed in the context of Ukraine’s and Moldova’s accession. The Baltic states, the Nordic countries, and all our other friends across the continent – I want to thank everyone for supporting Ukraine.

We also spoke with Mette, the Prime Minister of Denmark, and with the Prime Minister of Canada about my bill that guarantees the proper functioning of the anti-corruption infrastructure and other law enforcement bodies. It is crucial that this law be adopted on Thursday – allour partners support it. And today we discussed it with representatives of the Verkhovna Rada and government officials – the result must be ensured.

Also today, Prime Minister Yuliia Svyrydenko reported to me on the draft decisions. In particular, there are budget amendments to ensure all necessary payments for our servicemembers and the families of fallen warriors. There were some details requiring legislative resolution. I expect the People’s Deputies to support it. The Government has also prepared an expansion of the 18–24 contract program, for the program to attract motivated individuals specifically to work with drones. Yuliia Svyrydenko will present this program.

Today I also signed and submitted to the Verkhovna Rada a bill – in essence, a bill about respect for the servicemembers awarded the Cross of Military Merit. This is objectively a high award, but de jure, at present, the Cross of Military Merit is an honor that bears only symbolic value. We will ensure that this award brings real benefits for the warriors, and in the award hierarchy, the Cross of Military Merit will hold a place between the title of Hero of Ukraine and the Order of Bohdan Khmelnytsky. As of today, 318 warriors have been awarded the Cross of Military Merit. Each of them deserves our gratitude. I ask the Verkhovna Rada to promptly prepare this bill for voting.

And one more thing.

These days, the agreements are being finalized with our partners on drone funding – an additional EUR 400 million for our Ukrainian companies, for our Ukrainian drone manufacturers will land in the accounts of Ukrainian producers this week. The Ukraine–Netherlands agreement. All drone production tasks for this year are being delivered, and delivered exactly as they should be.

Today I also visited a very capable company in the Kyiv region that produces our Ukrainian electronics: components for missiles and drones. I very much thanked the company employees, the team of the enterprise. When our strikes hit Russian territory, we must not forget: this is the work of many. Many companies, many people, both in the public and private sectors. It is a result of Ukrainian unity, of what works best. Best for Ukraine. Best for our people. Thank you!

Glory to Ukraine!

First Lady Zelenska and Olena Zelenska Foundation team visited the Voices Camp in Bukovyna today.

Olena Zelenska, Together with the Team of the Foundation, Visited the Voices Camp for Children Affected by the War

29 July 2025 – 11:56

The First Lady of Ukraine, together with the team of the Olena Zelenska Foundation, visited Voices Camp in Bukovyna – a summer camp created to support the psychological recovery of children affected by the war. It was organized by the Voices of Children Charitable Foundation with the support of and in cooperation with the Olena Zelenska Foundation.

The camp hosts children from military families, families who were forced to leave their homes, as well as those living in frontline or de-occupied areas.

The First Lady joined the children in a creative master class, took part in a psychological session held in a play-based format, and spoke with the team of psychologists.

“Loss, forced maturity, constant stress – unfortunately, all of this has become part of childhood for many Ukrainian children. That is why psychosocial support is one of the core areas the Foundation is developing,” said Olena Zelenska.

Voices Camp is part of the Foundation’s systematic efforts to provide psychosocial support to children. Over the two years of partnership, nearly 500 children have attended the camps.

“Within the psychosocial support focus area, our Foundation implements exactly these kinds of initiatives – and we strive to make them accessible to as many children in need as possible,” emphasized Nina Horbachova, Director of the Olena Zelenska Foundation.

Tina Karol, People’s Artist of Ukraine and founder of the Tina Karol Charitable Foundation, which has been systematically supporting children in difficult life circumstances for over 11 years, also visited the camp.

Olympic champion in Greco-Roman wrestling, Zhan Beleniuk, also joined the meeting. He supported the initiative and spent the day with the children.

“Our camps are designed to give children the inner resources to overcome the consequences of war, to address their needs, and to strengthen their resilience in difficult conditions,” emphasized Olena Rozvadovska, co-founder of the Voices of Children Foundation.

The organization of the camp was made possible thanks to the financial support of an international partner – the Swedish Postcode Lottery Foundation.

“A generation of Ukrainian children and youth is growing up in the shadow of war – facing disrupted routines, the loss of loved ones, and deep psychological trauma. Their need for mental health support has never been greater. We are therefore proud to support the Olena Zelenska Foundation in their work with Voices Camp,” said Andreas Eriksson, Secretary General of the Swedish Postcode Lottery Foundation.

Some regime prisoners state that they are told to apologize or apply for a pardon to be released. They all refuse to do so, however.

It’s yet unclear whether the regime actually bit off more than they could chew in that regard, or whether it’s some sort of a trick, as always.

Over three days, Ukrainian long-range drone strikes have dealt a tangible logistical blow to a rail line linking the military and industrial hubs of Volgograd and Rostov-on-Don. Preliminary analysis points to the destruction of traction substations and fuel tanks. 🧵Thread:

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

2/ The strikes have repeatedly targeted infrastructure along the rail line, which serves both industry and the supply of Russian forces, including those in Donetsk and Luhansk. The pattern points to a deliberate and systematic effort to disrupt the route

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

3/ Video uploaded by residents of Orlovskiy shows the local traction substation “Dvoynaya”, which powers the railway movement, engulfed in flames. We’ve geolocated the site and assess it’s likely to remain temporarily out of service. Coordinates:

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

4/ Another drone strike hit a train with fuel tanks in Salsk, a railway hub in Russia’s Rostov Oblast. The strike triggered intense flames and thick black smoke, likely disrupting rail traffic in the area for an extended period. Coordinates: 46.468951, 41.542977

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

5/ On July 27, Ukrainian drone strikes destroyed another traction substation, in Zhutovo, Volgograd Oblast, causing major disruptions, delays, and rerouting. More details in my other thread:

bsky.app/profile/tata…

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

6/ The substation wasn’t the only target that day. A nearby building at the railway station was also completely destroyed. Based on our analysis of its location, exterior, and visible equipment, the structure was likely a signal control station

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

7/ We previously noted that this railway line is important due to its links to major military-industrial sites and installations, including airfields. At the same time, it’s neither the largest nor the only line in the area, suggesting deeper intent behind the strikes

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

8/ Overall, our team notes a systematic approach with deliberate target selection. The strike on the fuel-carrying train suggests Ukraine had detailed intelligence to time the attack precisely. We’ll keep updating this thread as more information emerges.

— Tatarigami (@tatarigami.bsky.social) July 29, 2025 at 2:21 AM

Proud Democrats Open Thread: Jasmine Crockett Is Getting Noticed

Jasmine Crockett gets the @elainegodfrey.bsky.social treatment: www.theatlantic.com/politics/arc…

— Ashley Parker (@ashleyrparker.bsky.social) July 28, 2025 at 11:14 AM

Elaine Godfrey, to phrase it politely, is wired for Republicans. (That’s why she has a prime spot at the Atlantic!) And yet… “A Democrat for the Trump Era” [gift link]:

…In poll after poll since Donald Trump’s reelection, Democratic voters have said they want a fighter, and Crockett, a former attorney who represents the Dallas area, has spent two and a half years in Congress trying to be one. Through her hearing-room quips and social-media insults, she’s become known, at least in MSNBC-watching households, as a leading general in the battle against Trump. The president is aware of this. He has repeatedly called Crockett a “low-IQ” individual; she has dubbed him a “buffoon” and “Putin’s hoe.” Perhaps the best-known Crockett clapback came last year during a hearing, after Representative Marjorie Taylor Greene of Georgia made fun of Crockett’s fake eyelashes. Crockett, seeming to relish the moment, leaned into the mic and blasted Greene’s “bleach-blond, bad-built, butch body.” Crockett trademarked the phrase—which she now refers to as “B6”—and started selling T-shirts.

At the time, I wrote that the episode was embarrassing for everyone involved. But clearly it resonated. Crockett has become a national figure. Last year, she gave a keynote speech at the Democratic National Convention and was a national co-chair of Kamala Harris’s campaign. This year, she has been a fixture on cable news and talk shows as well as a top party fundraiser; she was in Atlanta, in part, for a meet and greet with local donors. At an anti-Trump protest on the National Mall in April, I saw several demonstrators wearing B6 shirts. Others carried signs with Crockett’s face on them.

Crockett is testing out the coarser, insult-comedy-style attacks that the GOP has embraced under Trump, the general idea being that when the Republicans go low, the Democrats should meet them there. That approach, her supporters say, appeals to people who drifted away from the Democrats in 2024, including many young and Black voters. “What establishment Democrats see as undignified,” Max Burns, a progressive political strategist, told me, “disillusioned Democrats see that as a small victory.” Republicans understand this, Crockett said: “Marjorie is not liked by her caucus, but they get her value, and so they gave her a committee chairmanship.”…

None of this appears to be giving Crockett any pause. The first time I met her, a month before our conversation in Atlanta, she was accepting a Webby Award, in part for a viral exchange in which she’d referred to Representative Nancy Mace of South Carolina as “child” and Mace suggested they “take it outside.” Backstage, in a downtown-Manhattan ballroom, I asked Crockett whether she ever had regrets about her public comments. She raised her eyebrows and replied, “I don’t second-guess shit.”

This spring, I watched Crockett test her theory of politics in a series of public appearances. At the Webbys, most of her fellow award winners were celebrities and influencers, but only Crockett received a standing ovation. A week later, Crockett flamed Republicans and the Trump administration during a House Judiciary subcommittee hearing about Immigration and Customs Enforcement. A 15-minute clip of her upbraiding ICE agents—“These people are out of control!”—has racked up more than 797,000 views on YouTube; I know this because she told me. On TikTok and Instagram, Crockett has one of the highest follower counts of any House member, and she monitors social-media engagement like a day trader checks her portfolio. She is highly conscious, too, of her self-presentation. During many of our conversations, Crockett wore acrylic nails painted with the word RESIST, and a set of heavy lashes over her brown eyes. The lock screen on her phone is a headshot of herself…

Still, Crockett is often more thoughtful in person than she might appear in clips. Once, after a hearing, I watched as she responded to a request for comment with a tight 90-second answer about faith and service. Another time, a reporter who was filming her tried to provoke her by asking what she would say to people who think she is “mentally ill.” “They can think whatever they want to, because as of now, we live in a democracy,” Crockett answered calmly, before taking another question. “I don’t want people to lose sight of the fact that this is someone with a very fine, legally trained mind,” Representative Ayanna Pressley of Massachusetts, a mentor of Crockett’s, told me…

Jasmine Crockett speaks facts…

Congresswoman Jasmine Crockett is redefining the role of a leader in American politics, dedicated to empowering women and underrepresented communities while fiercely protecting civil liberties. Her journey began as a passionate public defender and civil rights attorney, where she made it her mission to advocate for the most vulnerable, especially women and children. Now serving Texas’ 30th Congressional District, Jasmine’s commitment to justice and equality drives her every action. During the 87th Texas Legislative Session, she broke records as the sole Black freshman, filing more bills than any other newcomer and securing significant advancements in criminal justice reform. As a founding member of the Texas Progressive Caucus and Texas Caucus on Climate, Energy, and the Environment, she is a steadfast advocate for fairness and the empowerment of women in all arenas…

Jasmine Crockett: What inspired me to pursue law was a professor at my school. Professor Pohlmann, he was the mock trial coach, and he recruited me to do mock trial after seeing me in a musical on campus. But I was a business major who was set on going into accounting at that time. He convinced me to apply to law school after I became an All-American, during the one year that I did a mock trial. And I got a full ride to go to law school. [So] I thought, well, if I don’t like it, I’ll just quit. I just would have lost a year of my life. So that was pretty much how I got there. There were a couple of other incidents, in my opinion, that played a role in getting me to that decision. But yeah, it was more so never planned, at least not planned by me. It was obviously God’s plan…

Her Agenda: Where do you see yourself in the future of politics? And I know that this has to do with current events, that the president has mentioned you a lot as an adversary.
Jasmine Crockett: Yeah, he’s mental, though, so I don’t know how much stock I would put into the things that the crazy man says. But for whatever reason, he obviously sees me as formidable. I think it is because, traditionally in politics, people have some level of decorum. He doesn’t. He is used to punching people, and nobody punching him back. I probably was one of the first elected [officials] that refused to be bullied or punched. If he’s going to punch me, I’m going to punch him back. I’ve never met him. I don’t know how he feels about me. I don’t really care. What I care about is the harm that he’s bringing to the American people. And when I say the American people, I mean all people. The harm that he’s inflicting, unfortunately, for a lot of his supporters, is going to hit them harder than those of us who don’t support him. Rural America is about to really be in for a rude awakening because of some of the terrible bills that he passed. Because there are so many people in urban America, we will be able to take a little bit more of the impact. We’ll be able to have a softer landing. It’s a lot of Democratic states that generate more revenue than Republican states. They can take a little bit more…

Her Agenda: What’s your message to young women and girls who feel disillusioned with the current state of our country?
Jasmine Crockett: Well, first of all, let me validate their feelings. They have every right to feel disillusioned, especially if you’re young. Things are supposed to get better and not worse, as you grow, at least in this country. So many parents tell their kids that, I made these sacrifices because I wanted you to have better than I did. And that’s the idea; we should all be standing on the shoulders of those that came before us, whether we’re talking about the political giants, or whether we’re talking about the civil rights giants, or whether we’re talking about our family members that sacrifice so much to make sure that our pathway in life was easier. So if you’re disillusioned, I tell you that you should feel validated because you have every reason to be disillusioned.

At the same time, that disillusionment should not keep you on the couch; instead, it should be a motivator. It should motivate you to decide that this is [the] fight of your generation. It is the fight for freedom that the greats like Coretta Scott King talked about – the fact that we have to fight for freedom in every single generation. The fight has to be fought and won. This is your fight. This is your call. I don’t think that the octogenarians in the Senate will be around forever to continue to wage this war, but it is up to us, the people, to show our real greatness and that there’s nothing that you can write into policy that is going to write us out or write us off. Instead, we will make the rules. We will decide where our opportunities are going to be, because we still live in a democracy and we have access to education, at least for now. We have access to freedom of speech. We have access to freedom of religion. We still have freedoms in this country, and we will fight tooth and nail to make sure that no one will roll back our freedom in this country. We are the real patriots, and the most patriotic thing that we can do is fight for our constitutional rights as well as all other rights that have been fought for and won and a lot of those fights included bloodshed as well as death. We will honor those that came before us and make sure that we continue that fight.

Proud Democrats Open Thread: Jasmine Crockett Is Getting NoticedPost + Comments (126)

In the overnight thread, on the topic of whether Trump will ever face accountability for anything, ever, commenter Princess mentioned Romanian dictator Nicolae Ceaușesc, who learned the limits of his power on Christmas Day in 1989. Sent me for a stroll down memory lane, it did.

A few days before his overthrow and execution, as the country was unraveling, Ceaușesc staged a massive rally in Bucharest to tamp down dissent. The look on his face at about the 1:20 mark when it begins to dawn on him that the event is undergoing a rapid unscheduled disassembly — wow.

Ceaușesc’s fall is etched in my mind because I watched coverage of it on live TV at a rental car counter in Logan Airport, and the rental agent was a Romanian American who was feeling all the feels. She watched with a trembling hand over her mouth, in shock, with tears rolling down her cheeks.

All I could do was watch with her as we waited for a much-delayed vehicle to arrive. The agent and I were around the same age — babies, I now realize! She was scared and hopeful and furious all at once. I think of her from time to time and hope she is well and that her family back home made it.

The people of Romania suffered in unimaginable ways before they brought their tyrant down. I hope we can rid ourselves of our would-be dictator in a more quotidian way.

Everyone: Release the Epstein files

Mr. Charles P. Pierce, at Esquire — “In His Latest Turn Toward the Insane, Trump Said Obama “Owes” Him Big for Presidential Immunity”:

… The other day, during one of his interminable voyages through the stalactite-thick canyons of what’s left of his mind, the president paused for a moment to contemplate one of his latest obsessions—namely, that Barack Obama committed treason in investigating Russian ratfcking in the 2016 election. (No joke. I think he’s actually going to try this one.)

During this particular “episode,” however, he was asked about whether the former president would avail himself of the gift of presidential immunity that the carefully manufactured conservative majority on the Supreme Court gave to the current president. This seemed to spark some random neuron into brief life:

It probably helps him a lot. Probably helps him a lot. The immunity ruling. But it doesn’t help the people around him at all. … He’s done criminal acts, there’s no question about it. But he has immunity. And it probably helps him a lot. He owes me big. Obama owes me big.

Leave aside the fact that the president pretty much just explained that Chief Justice John Roberts is dancing on his string. It’s that line he dropped in the middle there, about how the ruling “doesn’t help the people around him at all.” I remember making that same point in this here shebeen at the time that misbegotten ruling was handed down: that, as nearly as I could tell from the court’s decision, the immunity only covered the president himself. Which meant that folks like Tom Homan, Stephen Miller, and all the rest of the vicious elves might be on their own if and when Beggar’s Day finally comes for this crowd.

Now, I realize that there are any number of ways the president and his allies could short-circuit consequences the way they always do. He could pardon them all preemptively. The court could find a way to make their bad ruling even worse. But, for the moment, were I an underling in the court of the Mad King, I might wonder exactly how much room there is in a one-man lifeboat.

The Epstein stuff is also different because it’s finally giving journalists a Woodward and Bernstein moment, one where they’ve got a chance to take someone down. I’m more optimistic about this because Trump’s spent his second term alienating every civil servant. That makes a lot of Deepthroats.

War for Ukraine Day 1,250: The Cost

by Adam L Silverman|  July 28, 20259:30 pm| 10 Comments

A painting by Ukrainian artis NEIVANMADE. The background is white. In the center, which is black with blood red bordering, is an hourglass. Inside the hourglass is a Ukrainian Azovstal POW painted in blood red. He is shirtless. His arms are upward along the outer edges of the upper half of the hourglass forming a saltire cross. He is chained with steel gray chains shackled to his wrists. Above his head, in grey, is written "Ruzzian Captivity." below his torso in the lower half of the hourglass, written in gray, is "Kills." To the left of the hourglass "He Saved Others" is painted in gray. To the right of the hourglass "But He Can't Save Himself" is painted in gray.

I’m almost feeling human, but it’s been a long, weird day, so I’m just going to run through the basics.

The cost:

Today is the Day of Mourning and Remembrance for defenders who were tortured, executed, or died in captivity.

OTD in 2022, russia committed a horrific war crime — blowing up “Barrack 200” in Olenivka, where it held captive Mariupol defenders. 54 Azov servicemen were killed. At least 130 wounded.

— Olena Halushka (@halushka.bsky.social) July 28, 2025 at 3:45 AM

For the survivors, the horror didn’t stop. They were sent to torture chambers in Donetsk, Taganrog, even beyond the Arctic Circle. Some were later freed in swaps. Most still remain in russia’s hell.

POWs must be protected under intl law that guarantees humane treatment, medical care, safety.

— Olena Halushka (@halushka.bsky.social) July 28, 2025 at 3:45 AM

But reality is that intl law means nothing if only one side respects it.

3yrs on & no justice, no investigation, no accountability. russia still tortures POWs. Still executes them. Still denies them care.

Impunity breeds more war crimes. This must end.

Eternal memory to those killed in Olenivka.

From the Office of the President of Ukraine:

President: Starting Today, July 28, We Will Observe an Important Day of Remembrance for Ukrainians Tortured by Russia

28 July 2025 – 17:18

Today, July 28, Ukraine marks for the first time the Day of Remembrance for the Defenders of Ukraine, members of volunteer formations, and civilians who were executed, tortured, or died in captivity.

On this day, President Volodymyr Zelenskyy met with the team working to secure the release of prisoners and provide them with support, as well as with servicemembers and civilians who had been freed from captivity, including Azov fighters and defenders of Mariupol, and those who survived the Russian terrorist act in Olenivka on the night of July 29, 2022.

Attending the meeting were: Secretary of the National Security and Defense Council of Ukraine Rustem Umerov; Minister of Internal Affairs Ihor Klymenko; Head of the Security Service of Ukraine Vasyl Maliuk; Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets; Secretary of the Coordination Headquarters for the Treatment of Prisoners of War Dmytro Usov; the team of the President’s Office; servicemembers Viacheslav Danilets, Viktor Kuzmin, Andrii Kuzmin, Kyrylo Masalitin, and Oleksandr Verenhotov; Heroes of Ukraine Serhii Volynskyi and Denys Prokopenko; Mykola Hrytseniak, Kostiantyn Myrhorodskyi, Artem Dyblenko; border guards Maksym Shapovalov and Mykola Korol; military medics Halyna Hrytseniak and Dmytro Seliutin; paramedic Yuliia Paievska; and Crimean Tatar civilian Leniie Umerova, who was captured by the occupiers in Crimea.

“It is very important that our children, our present generation, and our future – that no one forgets this day. Starting today, July 28, we will observe a day of great significance for the history of the struggle for Ukraine. It will be dedicated to all our warriors and civilians who were tortured behind bars in Russia, in camps, and on our homeland’s territory – in those areas that are occupied by the enemy for now,” said Volodymyr Zelenskyy.

The President called for the meeting to begin with a moment of silence in memory of all tortured Ukrainians.

The Head of State thanked the Coordination Headquarters for the Treatment of Prisoners of War, the negotiation team, partners, and everyone helping secure the release of Ukrainians from Russian captivity. He expressed special gratitude to the warriors who replenish the exchange fund.

Since the beginning of the full-scale invasion, 66 exchanges have already taken place, resulting in the return of 5,857 people. An additional 555 Ukrainians were released outside the exchange process.

“Unfortunately, not all have returned home yet – but we will keep fighting. I want to thank you for your work and your struggle, for standing up for each and every one of those still in captivity. In Olenivka alone, according to our data, around 80 of our warriors remain imprisoned. We will definitely bring everyone back,” the President emphasized.

During the meeting, the participants discussed the necessary efforts to secure the release of all Ukrainians from Russian captivity, the progress of the criminal investigation into the Olenivka terrorist act, engagement with the families of prisoners, support for those released from Russian camps, the repatriation of bodies, and measures to accelerate the identification of the deceased.

Those freed from captivity thanked the entire Ukrainian team involved in the exchanges for bringing them home and for their ongoing efforts to free all Ukrainians from Russian captivity.

“I’m also very grateful that July 28 has now been designated at the national level as a day of remembrance for all those who were tortured, killed, or died in captivity. This matters, because it lays bare the true face of the enemy… I believe this is the right step – above all, for our cultural memory, so that we remember every single one of them,” said Denys Prokopenko.

Those released from captivity also stressed the need to improve the medical examination and treatment system, enhance the process of compiling exchange lists, and update the register of Ukrainian civilians detained by the Russian Federation.

The President tasked the Secretary of the National Security and Defense Council and the Minister of Defense with reviewing these matters and preparing proposals to resolve them.

Yesterday’s/this morning’s air defense tally:

Last night, Putin’s terrorists attacked with “Kinzhal” missiles and more. Ukrainian air defense shot down 311 aerial targets: 309 attack UAVs and 2 Kh-101 missiles. Hits and debris were reported in several areas. The main strike targeted Starokostiantyniv; Kh-47M2 missiles missed.

There Was an Extremely Significant Statement by President Trump; And It Is True: It Is Russia Who Is Doing Everything to Undermine Peace Efforts and Drag Out This War – Address by the President

28 July 2025 – 21:17

I wish you health!

First of all, I would like to thank all our warriors who are defending Ukrainian skies. Overnight, our warriors neutralized another three hundred Russian drones – many of them were shot down. There have been good results in downing ‘shaheds’ with interceptor drones. Army aviation, Air Force aviation, and mobile fire groups did a good job. We are ramping up everything that can provide additional protection for our cities, our Ukrainian communities. Thank you to everyone who is helping.

Yesterday, in my conversation with President Macron, we agreed that Ukraine will provide a clear and detailed outline of our current funding needs for drones. The updated document is already being presented to our partners – the Secretary of the National Security and Defense Council, together with the team from the President’s Office, has prepared everything. The drone-related objectives set for this year will be fully met.

Today, I spoke with the President of Estonia. I thanked him for the support, and I especially value Estonia’s position, the position of all the Baltic states, in relation to European integration. A clear and principled stance. The same goes for our other friends in the European Union – thanks a lot. Ukraine delivers on its promises.

Today, there was an extremely significant statement by President Trump. And it is true: it is Russia who is doing everything to undermine peace efforts and drag out this war. Every night there are strikes, constant Russian attempts to hurt Ukraine. Indeed, peace is possible if we act strongly and decisively, and we have repeatedly said – and all partners know this – that sanctions are a key element. Russia factors in the sanctions, factors in such losses. Peace through strength is possible. Ukraine, as always, is ready to work with America, with President Trump, in the most productive way possible, to end this war with dignity and lasting peace. I thank everyone in our Ukrainian foreign policy team who is working for this – for a truly meaningful relationship with America.

A few more things.

Today, I signed a law that strengthens the Security Service of Ukraine giving it greater capacity to carry out combat tasks, eliminate the occupier, and conduct special operations to defend Ukraine. The number of personnel is being increased, particularly for the “A” Special Operations Center of the Security Service of Ukraine. These are among our most effective warriors. I also signed the law we discussed with the families of Ukrainians held in Russian captivity – and with our warriors themselves, those who were freed and have returned home. The law restores justice. It resolves the financial issue, ensuring that warriors who were taken prisoner receive the same financial guarantees as all other defenders of Ukraine.

Today, I was at the Coordination Headquarters for the Treatment of Prisoners of War. We held a special meeting dedicated to this particular day – the Day of Remembrance, the Day when we honor the memory of those killed in Olenivka. At that time, the Russians committed one of the biggest massacres – over 50 Azov fighters were killed in Olenivka in an explosion and fire, and nearly 150 others were severely wounded. An absolutely heinous crime. From now on, every year, Ukrainians will honor the memory of all our people who were killed – those who were executed or tortured in Russian captivity, in Russian prisons, in Russian camps, and on the front line. Today, the Headquarters team reported on the current status of our people – those we are searching for among the prisoners and those we are bringing home. Some of those already returned were also present. Taira, Leniie Umerova, Azov fighters, warriors of the Armed Forces of Ukraine. Military personnel and civilians. We discussed what needs to be done to improve the rehabilitation of our people after captivity. We talked about how we can make the organization of prisoner exchanges more effective. Following this discussion, I instructed the preparation of draft laws to provide more rights and opportunities to those released from captivity. There are decisions that can be made by the Ministry of Defense, the Ministry of Health, the military command, and the negotiation team. I expect implementation and reporting by the end of the week. We have already brought back 5,857 of our people through exchanges. We are looking for every single name. We must bring everyone home. Ukrainians deserve to live in peace, in their own home, in an independent Ukrainian state.

Glory to Ukraine!
