War for Ukraine Day 1,337: The War Ends When the Ukrainians Decide It Ends

by Adam L Silverman|  October 23, 20259:10 pm| 13 Comments

This post is in: China, Foreign Affairs, Foreign Policy, Military, Open Threads, Russia, Silverman on Security, War, War in Ukraine

A black and white cartoon with Popeye the Sailor Man facing forward and to the left. His word bubble says "I Yam Disgustipated"

Last night in comments, Traveller asked:

Are you, meaning anyone, happy with the Trump proposal, and apparent assent by Mr Zelenskyy, to have a Cease Fire at the current Line of Control?

To save Ukrainian lives and maybe save Ukraine itself…is the current Line of Control….acceptable to people that know better than I?

Personally, I have always insisted to a buffer zone several miles deep on the East side of the Dnipro simply may not be possible…it is not for me to make this decision, but accepting the current LOC would be difficult for me.

Who knows, Trump may deserve praise for his proposal if it works. Best Wishes, Traveller

I’ve written this here before, but apparently it bears repeating: the war ends when the Ukrainians decide to end it. They are, after all, the ones defending their homes, their state, their society, their families, their economy, their religion, their culture, and their very existence from Putin’s and Russia’s genocidal re-invasion. Only the Ukrainians get to decide when their defense is enough. Putin is not interested with just freezing the conflict, which is why despite his having offered that to Trump in a phone call last Thursday, he had abandoned that proposal by this Tuesday. Moreover, freezing the line of control only rewards Putin. creating a buffer zone around it only rewards Putin. Putin through the Russian military, his little green men, and a limited number of Ukrainian collaborators has stolen parts of Ukraine’s territory. Putin through the Russian military has stolen Ukrainian lives. Putin through the Russian military has stolen parts of Ukraine’s cultural heritage. Putin through the Russian military has stolen actual Ukrainian children and awarded them as gifts to his cronies.

When we get to the point where the Ukrainians tell the world that their war to defend their state, society, religion, economy, homes, family, and culture has culminated and they are ready to end their defense against Putin’s and Russia’s genocidal re-invasion, then the war ends.

“No territorial concessions.” – Zelenskyy’s core message ahead of the EU leaders’ summit.

The President also added that a ceasefire is possible and needed by all, but achieving it requires increased pressure on Russia.

I trust this clarifies things.

President Zelenskyy and First Lady Zelenska were very busy again today. No daily address, but a statement at the European Council meeting and a press conference for President Zelenskyy and several events for First Lady Zelenska.

“Ukraine is capable of striking targets up to 3,000 kilometers deep inside Russian territory with its own weapons.” – Zelensky.

We Need to Create Strict Sanctions Control and Real Consequences for Those Who Break the Rules – President at the European Council Meeting

23 October 2025 – 14:34

When Vladimir Putin avoids diplomacy, bluffs, and escalates terror, there must be strong pressure on him to bring him back to reality. This was stated by President of Ukraine Volodymyr Zelenskyy during his address to the participants of the European Council meeting in Brussels.

The Head of State emphasized that when Ukraine pushes for stronger sanctions, it is not only about protecting the lives of Ukrainians. According to the President, sanctions limit Russia’s war machine and put pressure on those who influence politics: corporations, Vladimir Putin’s inner circle, Russian oligarchs, and the entire state system. He stressed that thousands of influential people in Russia must clearly feel and understand that Vladimir Putin and this war are a deadly threat to them – to their lives, their money, and their future.

“We waited quite a while for the 19th sanctions package, but it is finally approved. Thank you for that. This is a great success, thank you so much, dear leaders. Now, it’s important to fully put it into action. And we will coordinate with Norway, Switzerland, and the UK, and others so they apply these strong EU measures in their own systems too. And we need to go further – the world should respect EU sanctions the same way it respects U.S. sanctions,” Volodymyr Zelenskyy noted.

The Head of State proposed creating strong sanctions control, and real consequences for those who break the rules.

The President also highlighted the importance of yesterday’s U.S. decision to introduce new sanctions targeting Russia’s oil companies.

“We have been talking about this for a long time, and it will help, of course. And I want to thank President Trump for this decision. When Putin avoids diplomacy, when he bluffs or escalates terror – strong pressure must bring him back to reality,” Volodymyr Zelenskyy concluded.

And here’s the video of his press conference followed by the official write up.

Since the Start of the Full-Scale War, Russia Has Killed 135 Media Workers – President

23 October 2025 – 19:38

President of Ukraine Volodymyr Zelenskyy began his press conference in Brussels by honoring the memory of journalist Olena Hubanova and cameraman Yevhen Karmazin, who were killed today by a Russian Lancet drone strike on their car.

The Head of State noted that special correspondent Oleksandr Kolychev was injured during the Russian drone attack on the media crew in Kramatorsk.

“Since 2022, Russia has killed 135 media representatives – simply because they were reporting the truth about what is happening in Ukraine, about this war, about Russian aggression,” said Volodymyr Zelenskyy.

The President thanked all members of the media for their professional work and support for Ukraine. According to him, truth and sanctions are the things that truly exert pressure on Russia. Volodymyr Zelenskyy also thanked the European Union and the United States for their recently adopted sanctions decisions.

“Pressure also means weapons and air defense – first and foremost, for us. During such massive attacks, air defense systems and missiles are extremely important,” the President emphasized.

First Lady Zelenska met with leaders of Norwegian higher education as Norway has now joined the Global Coalition for Ukrainian Studies. She also met with the President of the Storting, which is Norway’s parliament.

Norway Joined the Global Coalition of Ukrainian Studies – Olena Zelenska

23 October 2025 – 19:50

First Lady of Ukraine Olena Zelenska, together with Minister of Foreign Affairs Andrii Sybiha, took part in a meeting with rectors and leadership of Norwegian universities and organizations on the occasion of their accession to the Global Coalition of Ukrainian Studies.

“I am grateful for every initiative in support of Ukraine and for the efforts you make to expand knowledge about our country. Today, as Russian aggression continues to inflict damage on our education system every day – destroying schools, universities, and kindergartens – your assistance is especially important,” said the First Lady.

In particular, there is the UKRAINETT (Norwegian Network for Research on Ukraine) – a platform that brings together Norwegian researchers studying Ukraine and serves as a hub for Ukrainian scholars who were forced to leave their homes and move to Norway because of the war.

The Norwegian government has also launched the Nansen EDU and Program for Ukraina-kompetanse (UA-KOMP) initiatives, which deepen educational cooperation, support Ukrainian universities in recovery, and promote broader understanding of Ukraine within Norwegian society.

The KBT Vocational College facilitates the integration of Ukrainians into Norwegian society through vocational education and entrepreneurship training.

The UiT The Arctic University of Norway, a leading research center in Arctic studies and sustainable development, supports Ukrainian students, researchers, and academic initiatives related to Ukraine.

The University of Oslo offers thematic courses titled “Ukraine in Eastern Europe,” which more than 150 students have completed over the past three years.

Olena Zelenska expressed gratitude to these institutions for joining the Global Coalition of Ukrainian Studies, which now unites 20 leading educational and research institutions from ten countries – among them universities in Finland, South Africa, the Czech Republic, Austria, Canada, South Korea, the United States, Estonia, Italy, and Japan. Another 17 memorandums of accession are in the final stage of approval.

“Everyone who today chooses to learn about Ukraine and the Ukrainian becomes part of the great story of restoring justice and reaffirming humanity,” the First Lady emphasized.

Olena Zelenska also held a meeting with Masud Gharahkhani, President of the Storting (Parliament) of Norway.

“I thank both the Storting, where all nine represented parties support Ukraine, and the Government of Norway for their steadfast backing. We value Norway’s participation in air defense procurement initiatives for Ukraine and all the social, educational, and medical assistance provided to 80,000 of our people,” the First Lady said.

She also addressed the participants of the Ukrainian Women’s Congress.

To Ensure Women Can Be Themselves, Unlock Their Potential, and Fulfill It to the Fullest, We Must Create Opportunities for Them – Olena Zelenska in an Online Address to the Ukrainian Women’s Congress 2025

23 October 2025 – 10:41

First Lady of Ukraine Olena Zelenska addressed the participants of the Ukrainian Women’s Congress 2025 online. The event’s slogan was “The Courage to Be Yourself,” and it focused on stories of women whose courage is transforming Ukraine every day.

“When we see women changing professions – installing solar panels, mastering machinery, assembling drones, driving heavy vehicles – is it only about the new responsibilities brought on by the war, or also about self-realization? In my view, whenever a person takes a brave and conscious step, they always take it toward themselves. Being yourself is not something static – it is constant growth,” Olena Zelenska emphasized.

The event included four discussion platforms: “The Courage to Be First” – focusing on youth, innovation, and technology; “The Courage to Be Visible” – about women in communities and business; “The Courage to Be in Power” – on political participation and leadership; “The Courage to Be Different” – on diversity and inclusion.

The First Lady noted that, according to statistics, this year the world reached its best indicators of gender equality since the COVID-19 pandemic began. The global gender gap index decreased to 68.8%. Ukraine ranks 62nd, having closed 73% of the gap, reflecting the progress the country has made in addressing related challenges.

“But there are still gaps to close. Therefore, for women to truly be themselves, to unlock their potential and fulfill it fully, we must create opportunities – a comfortable infrastructure. Guaranteed kindergartens, safe schools with shelters, accessible healthcare, transport, housing, attention to their needs, and care. To be yourself in a way that makes life around you better – that is the ideal formula both for a person and for a country. And Ukrainian women are already making it a reality,” the First Lady concluded.

Not sure why she dressed like a pilgrim as Thanksgiving is still a month away.

Georgia:

Rustaveli Avenue now, on day 330 of uninterrupted protests in Georgia. 🇬🇪

Yesterday, Georgian Dream arrested ~41 people. Most of them stood right here and were dragged away from the sidewalk. Still, more people showed up today.

In the morning, illegitimate PM Kobakhidze declared the protests over since yesterday people were forced off the road and abducted from the pavement, for the first time in 329 days.

Today, it’s sufficient people that the pavement can no longer contain them. The road’s closed “naturally.” 1/2

They will, however, still jail people, just like they fined people EUR 1,800 in around January/February for “artificially closing the road” even when thousands were out.

This is a small but encouraging win. Steady stubbornness.

Blaming Democrats, Johnson won’t bring House back to pay air traffic controllers.

— Politico (@politico.com) October 23, 2025 at 12:58 PM

Speaker Mike Johnson said he won’t bring the House back to vote to pay air traffic controllers and other essential employees, saying the measure “would be spiked in the Senate” anyway — and besides, “it would take the pressure off [Senate Minority Leader] Chuck Schumer to get his job done and open the government again.”

Johnson made the comments Thursday at a press conference with Transportation Secretary Sean Duffy, who noted that the government shutdown is leaving already overworked air traffic controllers without pay, many of them forced to pick up second jobs to pay the bills.

“Next Tuesday is the first paycheck that they will not receive,” Duffy said of the air traffic controllers, warning that more flights would be canceled or delayed if that is necessary to keep the skies safe as the shutdown drags on.

Senate Commerce Chair Ted Cruz (R-Texas) has introduced a bill that would fund air traffic controllers. But Johnson, pressed by reporters about passing such a standalone bill in the House, noted that House Republicans have already approved a “clean” stopgap funding bill a month ago — which includes funding for air traffic controllers and TSA agents’ salaries. And, the speaker argued, even if he brought the House back to pay essential federal workers, Senate Democrats would block it…

The government is shut down but somehow Trump's goons keep arresting people, his $300 million ballroom is still being built, and he expects taxpayers to give him $230 million in cash for not being reelected in 2020.

politico doing their part to try to stop republican bleeding on the shutdown

— GHOULLIKEHELLMACHINE (@golikehellmachine.com) October 23, 2025 at 3:03 PM

… Asked Tuesday if the cliff would change his party’s calculus, Senate Minority Leader Chuck Schumer said it would not: “It should change Republicans’ calculus, that they should sit down and negotiate — negotiate a way to address this crisis.”

Sen. Elizabeth Warren (D-Mass.), asked if it was worth pushing the shutdown beyond Nov. 1 given the risk of food aid lapsing, replied, “Worth it to whom? To people who will lose their health care or to people who will lose their food?”

“We’re people who want Americans to have health care and food,” she added. “The Republicans, evidently, don’t care whether they have either.”

Trump and members of his administration have acted selectively to ease shutdown impacts on agencies and programs they perceive as benefiting their political allies — shifting funds to pay active duty troops, for instance, while letting civilian workers go unpaid…

“The shutdown is Democrat performance art — the audience starves while the elitist critics applaud,” said one White House official who was not authorized to speak publicly.

Sen. Josh Hawley (R-Mo.) added, “What’s it gonna take … for the Democrats to say, ‘Gee, huh, maybe — maybe people should be able to eat.’”

But it’s not just blue states like California and New York that will suffer. Red states are also at high risk, as well as large pockets of rural America that voted for Trump. For instance, Louisiana — home to House Speaker Mike Johnson and Majority Leader Steve Scalise — has one of the highest SNAP participation rates in the country, and Scalise noted Wednesday more than 800,000 Louisianans rely on the program…

[Gift link]:

… As the Trump administration shifts billions of dollars around to take care of its priorities during the shutdown with scant input from lawmakers, ignoring Congress’s clear constitutional supremacy over the power of the purse, Republicans in control have done nothing to push back.

Nor have they made any move to exercise oversight of President Trump’s legally questionable military moves off the coast of South America, his imposition and threats of tariffs, or anything else that has challenged the authority of their beleaguered institution.

“The Congress is adrift,” said Senator Lisa Murkowski, Republican of Alaska. “It’s like we have given up. And that’s not a good signal to the American public.”

Since assuming office in January, Mr. Trump and his top aides, seasoned from their first stint in the White House, have aggressively and enthusiastically usurped congressional power with little resistance from G.O.P. leaders in the House and the Senate. In many instances, they have willingly ceded their prerogatives and cheered on the president…

Mr. Trump himself suggested this week that Congress had little left to do after passing its sweeping domestic policy and tax bill this year since Republicans had packaged all of his top priorities into the special filibuster-proof measure adopted solely with G.O.P. votes.

“We don’t need to pass any more bills,” Mr. Trump told Senate Republicans at the White House on Tuesday as they reveled in their unity in the shutdown fight over a cheeseburger-and-fries lunch. “We got everything in that bill.”…

At the White House luncheon on Tuesday, Mr. Trump happily celebrated Mr. Vought as “Darth Vader,” for the fear provoked by the man behind the administration’s determined drive to strip spending power from Congress.

“You’re doing a great job, I have to tell you,” Mr. Trump declared of Mr. Vought.

Then Senate Republicans gave a round of applause to the man eager to render them irrelevant.

But, hey, the Right People are making bank!

“.. Washington’s biggest lobbying firms raked in unprecedented amounts of cash last quarter. But it’s the upstart firms with ties to President Donald Trump or his administration that have been drowning in lobbying fees ..”

Stone crab season starts on 10/15 each year. I was a little over a week late acquiring the season’s first batch owing to existing engagements, but here’s a sample:

Three crab claws resting on a paprika colored plate.

Are stone crabs a thing outside of Florida? I honestly do not know. These are from the Gulf of Mexico.

Interesting fact about stone crabs: You don’t have to kill the crab to harvest its claw. I’m sure it’s a bummer for the crab to lose the claw — I don’t want to minimize that! — but it grows back.

Also, the reason it’s called a “stone crab” is that the shell is hard as a rock. Some people use those metal nutcracker thingies to crack the shells. Some use a hammer.

I find both of those methods inadequate because the force applied tends to drive shell fragments into the tender and sweet claw meat.

My method is to grip the claw firmly and use the bowl of a large spoon to strike the shell sharply. With the right touch, that cracks the shell so you can peel it without shattering it and driving it into the meat.

Some folks dip stone crab meat into butter, and there’s nothing wrong with that. I prefer to make a sauce with mayo, Dijon, Worcestershire and a few drops of hot sauce.

So, that’s dinner sorted. Poor ol’ Bill can’t eat shellfish due to a hereditary tendency to gout, so the claws are mine. Alllll mine!

Away Yesterday and Much of Today

This post is in: Open Threads

Yesterday was crazy busy, and a good chunk of today will be as well.  So I am not up on all the news, but I have to ask…

How did we get to a place where excuses are made for a Senate candidate with a Nazi tattoo and a record of saying racist, sexist things – not to mention blaming victims of rape?

To my mind, anyone who is excusing those things may be identifying as a Democrat or as someone on”the left”, but they are most definitely not on our side.  We shouldn’t listen to them, we shouldn’t try to engage them in our fight for democracy, we shouldn’t try to get them to vote on our side, and we shouldn’t waste a lot of time raging about them.

Those people should be ignored – so we can focus our energy on winning elections.

But seriously, how did we get to the place where we accept at face value that people who are ostensibly on our side or able themselves as on our side are actually ON OUR SIDE?

How can we get back to being more discerning?

Whatever happened to actions speak louder than words?

I think an unspoken part of the angst over Maine rn is a bunch of people wanted a Dem Tea Party moment without understanding that largely didn’t happen organically

It's genuinely wild that people looked at a movement that hollowed out an entire party's ability to make policy, & made it ripe for a takeover by a grifter who's now destroying the country for his own enrichment, & enthusiastically said "yeah we should do THAT!"

I'll admit that I was taken with Platner's Left populism & wanted him to handily defeat Janet Mills as a rebuff to Schumer & the gerontocracy. But this is way too much concerning baggage. Hopefully a more dynamic & younger candidate will take on Mills but Platner is not it.

Katelyn Burns, at her blog: “You Can’t Run the Nazi Tattoo Guy Against Susan from “The County””:

… He said he got it while drunk with his Marine buddies in Croatia in 2007. A later report said that he told a friend of his that the tattoo was “my Totenkopf”, showing he knew exactly what it was. The AP reported this morning that he had it removed yesterday after the controversy blew up.

I am not accusing Platner of being a Nazi or a white supremacist. I am accusing Platner of being unfit for the US Senate. He is not irredeemable, he just isn’t suited for one of the most powerful jobs on the planet.

Here’s what you have to know about Maine: Its two most southern counties are some of the most progressive areas you will find in the whole country. The running joke is that Cumberland and York counties are essentially north Massachusetts.

And then there’s the rest of the state. Sure there are blue dots, college towns and some of the prettiest coastal small towns in the world. But there’s a whole lot of Alabama in Maine too. The state has its own bible belt, which is right around the little town of Dover-Foxcroft.

Maine’s northernmost county, Aroostook County, is gigantic, and sparsely populated. It has the lowest population density of any county in New England. By acreage, it is larger than 3 other states and is the second largest county east of the Mississippi.

Susan Collins is from The County. Me ex’s father used to call her “Suzy from The County”. Whether we like it or not, Collins has built a political empire in Maine. Her CLOSEST re-election win was a 16 point win over Democrat Tom Allen…

show full post on front page

It will take something special to beat Collins, and I’m sorry, but a guy with a Nazi tattoo, no matter the circumstances in which he got it, no matter how he feels about it now, regardless of how much redemption he’s sought, will not beat her.

That is just plain harsh reality.

It also sucks, because there are a lot of voters who will see what is happening now to Platner and blame it on the Democratic party. My first job in Maine was in radio ad sales. I spent a lot of time driving all over Maine to meet with clients. There’s a disturbing number of confederate flags flying in a state known for driving back the confederates at Gettysburg.

Those people were never going to vote for Platner anyway, but the party will still be punished for driving him out of the race…

Platner had 20 years to cover it and couldn't be arsed until he decided to run for office.

… Graham Platner’s takeover of an existing oyster business was actually funded by a $20,000 grant from the Stavros Niarchos Foundation, a Greek billionaire’s nonprofit, and by his mother, Leslie Harlow, a local businesswoman who owns two restaurants and a gift shop in the area.

The Niarchos Foundation grant that helped finance Graham Platner’s business was supposed to be for small businesses owned by “underserved groups” without “access to capital” like “people of color, women, and veterans as well as those in lower-income communities”.

While Platner was a veteran, he came from a wealthy family and his business was not recovering from the pandemic. The progressive maxed out the $20,000 grant and took money that the Niachos Foundation had intended should go to help black people to build his business…

Past the gimme cap and the oysterman costume is the shiftless radical son of a wealthy family who joined the military for adventure, spent years at George Washington University on the taxpayer dime without emerging with any obvious employable profession (a Washington Post story from 2009 describes him taking an ‘art history’ class) and then had his mother, friends and family set him up with an existing oyster farm that he then used to conduct tours for tourists.
And sell oysters to his mother’s restaurants…

“The revelations come on the same day Platner is scheduled to hold a town hall in Ogunquit, a seaside resort long known as one of New England’s most prominent LGBTQ+ destinations, featuring a thriving gay community and Pride celebrations that draw visitors from across the region.”

one of the interesting thing i have seen in the platner discourse is a refusal to confront a thing on its own terms. to his pundit supporters, platner isn’t a novice candidate with perhaps questionable judgment to be evaluated on his ability to win, but a symbol to wield against rivals

— jamelle (@jamellebouie.net) October 22, 2025 at 4:14 PM

there are few forthright defenses of the bad judgment, just declarations that anyone who is uneasy with him represents the people online whom the speaker does not like.

platner himself becomes a stand in for a set of grievances and a figure of identification in an elite status game. the question of winning what is certain to be a difficult general election race is not even being discussed.

anyway it is just fascinating that this has somehow become some proxy battle over “men” and “identity politics” where the critics represent “woke overreach” but as far as i can see it the strong attachment is pure identity politics! and i think the discourse would be better if people just said that

(discourse would also be better if people could separate their obvious anxieties about their own masculinity from their political decision making but that’s a separate conversation)

All for off-ramps but a fella has to take one of em & commit without the expectation of a prize. 'I'm not a Nazi and I'll prove it when I'm Senator' is on the same wavelength as 'I'll quit drinking when I'm Secretary of Defense.'

Presidet Zelenskyy was on the road again today.

His first stop was in Norway, where he met with Prime Minister Jonas Gahr Støre who announced the allocation of financial aid to assist Ukraine meeting its energy needs this winter.

Norway Allocated an Additional Energy Support Package of About $150 Million for Gas Purchases This Winter – Volodymyr Zelenskyy Following a Meeting with Jonas Gahr Støre

22 October 2025 – 14:24

Norway has allocated an additional energy assistance package worth approximately $150 million for gas purchases this winter. The announcement was made by Prime Minister of Norway Jonas Gahr Støre during his meeting with President of Ukraine Volodymyr Zelenskyy in Oslo.

“Energy is extremely important. Thank you for this new energy support. It is vital,” the Head of State said.

This is already the third package of energy assistance from Norway this year, bringing the total contribution to around $400 million.

The President informed the Prime Minister about the consequences of today’s Russian attack, in which Russia targeted Ukraine’s energy infrastructure and residential buildings. Jonas Gahr Støre expressed condolences to Ukrainians over another vile Russian attack and commended the courage of the Ukrainian people.

The leaders discussed Ukraine’s needs for air defense systems and missiles for them, as well as other steps that could strengthen our country during the winter.

They also focused on the development of defense cooperation, particularly in the production of drones and missiles, and on the expansion of the PURL initiative. The President thanked Norway for participating in this initiative. Last week, Norway announced its second contribution worth $200 million. The first contribution was made jointly with Sweden and Denmark in early August, when the three countries financed a second weapons package worth $500 million.

The President of Ukraine and the Prime Minister of Norway coordinated their positions and upcoming meetings to be held in Europe this week.

“We are very thankful for the big support of the Norwegian people, as well as for your personal and diplomatic involvement, which is very important. Second – energy. And I think the people of Norway understand how important and crucial it is for protecting our families. Air defense systems and missiles for these systems – all of this saves human lives. We are very thankful to you, people of Norway, for saving the lives of our people,” Volodymyr Zelenskyy emphasized.

Here’s video of their press conference:

The next stop was Sweden where President Zelenskyy and Swedish Prime Minister Ulf Kristersson signed a letter of intent regarding air capabilities.

Volodymyr Zelenskyy and Ulf Kristersson Signed the First Document Paving the Way for Ukraine to Acquire Gripen Fighter Jets

22 October 2025 – 19:21

President of Ukraine Volodymyr Zelenskyy and Prime Minister of Sweden Ulf Kristersson have signed the Letter of Intent Between Ukraine and the Kingdom of Sweden Concerning Cooperation in the Field of Air Capabilities.

“Today, we have the first document signed between our countries, paving the way for Ukraine to acquire a substantial fleet of Swedish-made fighter jets – Gripens. And these are great aircraft, strong aviation platforms capable of performing a wide range of missions. Everyone can see what threats they help counter,” said the Head of State.

Ukraine expects that the future contract will enable it to receive at least 100 such aircraft.

“This will help build a very strong Air Force in Ukraine, which will become part of the large family of fighter jets. This agreement is a clear mutual statement of intent and the beginning of a long journey for the next 10–15 years. There are long-term ambitions,” the Prime Minister of Sweden emphasized.

Ulf Kristersson noted that Sweden, together with Ukraine and other partners, will actively seek various opportunities for long-term financing of Ukraine’s defense capabilities.

The leaders agreed to work on achieving the first tangible results next year and to fill this framework agreement with real substance. Ukraine is ready to carry out everything quite swiftly – to train pilots, technical personnel, and set up the infrastructure.

In Linköping, the President of Ukraine and the Prime Minister of Sweden also met with Marcus Wallenberg, Chairman of the Swedish aerospace and defense company Saab AB, which produces the Gripens, and its CEO, Micael Johansson.

The Head of State thanked Saab for supporting Ukraine’s defense potential. Ukrainian warriors are already using the company’s anti-tank weapons, air defense systems, and radars.

Our country counts on a strategic partnership with the company in developing a modern Air Force. According to Volodymyr Zelenskyy, Ukraine needs the Gripens greatly, as they are easy to maintain, capable of performing a wide range of missions, and can operate from short runways.

The Head of State stressed that Ukraine is interested in developing joint defense production and localization in our country.

At the part of the Linköping airport belonging to Saab, Volodymyr Zelenskyy and Ulf Kristersson had the opportunity to see the company’s production facilities. They were shown the Gripen aircraft, briefed on weapon systems used by the Swedish Armed Forces – including anti-drone and reconnaissance systems – and introduced to simulators for pilot training. Company representatives gave a detailed presentation on the Gripens’ technical characteristics, capabilities, and operational effectiveness.

President Zelenskyy also made a statement at the beginning of the joint press conference with Prime Minister Kristersson, Video below, English transcript after the jump.

Statement by the President of Ukraine During the Joint Media Briefing with the Prime Minister of Sweden

22 October 2025 – 19:01

Dear everyone present, Ulf, team, and ministers!

Dear Sweden!

Today, we are opening an entirely new and truly meaningful chapter in our relations between Ukraine and Sweden. And more broadly, this also concerns overall security relations in Europe. Today, we have the first document signed between our countries, paving the way for Ukraine to acquire a substantial, very substantial fleet of Swedish-made fighter jets – Gripens. And yes, these are great aircraft, strong aviation platforms capable of performing a wide range of missions. Everyone can see what threats they help counter. Russian strikes against our state – they do not stop. Last night, the Russians carried out yet another massive strike against our energy infrastructure, against our cities. Tragically, there have been casualties, including two children, the youngest of whom was less than one year old. My condolences to their families and loved ones. Just in this one night alone, dozens of people were wounded by Russian missile and drone strikes. In many regions, sadly, electricity supply is currently limited. In the city of Kharkiv, Russian drones struck a kindergarten. Along the line of contact with Russian troops – in our frontline and border communities – every day, hundreds of Russian guided bombs are dropped, and the Russians can strike only because they currently hold superiority in combat aviation against us. That is why our defense strategy is a multi-layered approach based on a range of elements: from air defense systems, such as Patriots, NASAMS, and others, to combat aviation. Sweden is helping us a lot in this regard, and today, as the Prime Minister said, we have launched efforts to bring Gripens to Ukraine. We expect that the future contract will enable us to receive at least 100 of these jets. We have a clear understanding of the financial framework required to implement this contract, and we discussed it with the Prime Minister and the leadership of Saab. I am grateful to Sweden for its readiness to collaborate on this. We also thank Saab, which produces the Gripens and at whose facility we held today’s discussions. It is an honor for us. Next year, we must do everything necessary to achieve the initial results – finalizing the procedures in the near future. Procedures always take time, but nonetheless, we must do everything to give full substance to our framework agreement. Ukraine has already proven that it can carry out such tasks quite efficiently: training pilots, preparing technical teams, and readying infrastructure. And now our teams must ensure that the coming year becomes the time for the more concrete implementation of our agreement, the beginning of Gripen deployment.

Of course, we have also discussed other key issues today. On the energy sector: I outlined our main needs after the Russian strikes. We discussed recovery prospects and the search for additional funding sources, in particular, to ensure sufficient gas supplies for this winter. The Russians are deliberately destroying our extraction, and that is why imports are critical for us right now.

We also coordinated our positions ahead of the meetings in Brussels and London – the European Council and the Coalition of the Willing. I informed Ulf about our communications with the United States and other partners. The fact is, Russia responds only to strength – the strength of pressure – and that is why we included long-range capabilities, specifically Tomahawks, on the agenda with our partners. Once Russia heard a convincing enough message about the Tomahawks, Putin immediately rushed back to diplomacy. Now, Russia’s willingness for diplomacy has somewhat faded, and our long-range capabilities can bring Russia to the table in a way that can truly end this war.

We also discussed the air defense situation. I thank every partner who has already joined the PURL initiative, which allows us to purchase American weapons, including – and this is a priority – missiles for Patriots. Sweden has already joined the program, and I thank you for that.

Another important area – for us and for Europe’s security in general – is sanctions. We are counting on the adoption of the 19th EU sanctions package, and it truly must no longer be postponed. Among the measures that will really affect the situation is also fuller use of Russian assets to defend against Russian aggression. We are preparing the relevant decisions. This is very difficult, and we rely greatly on Europe’s unity, solidarity, and support.

Ukraine never wanted this war – everyone knows it – the war that Russia started against us, and only Russia. Every day, Russians take the lives of our people, and every day they destroy our cities. And they came to our land. And it is absolutely fair that we seek and obtain the necessary means of defense – the necessary weapons, the support we need, the instruments required to pressure the aggressor. I thank everyone who is helping us! Thank you, Ulf, personally! And many thanks to your wonderful country, which has helped Ukraine so much. And I am certain it will forever be enshrined in the history of independent Ukraine. Thank you!

Glory to Ukraine!

While in Norway, First Lady Zelenska visited one of the Norwegian hospitals that is treating and rehabilitating wounded Ukrainian military personnel.

In Norway, Olena Zelenska Visited a Medical Facility Treating Wounded Ukrainian Warriors

22 October 2025 – 21:35

n Norway, First Lady of Ukraine Olena Zelenska visited Ullevål Hospital, which is part of Oslo University Hospital – the largest medical institution in Norway. The hospital performs around 1.2 million medical procedures each year.

The President’s wife met with a Ukrainian warrior who is receiving treatment at the facility under the medical evacuation (Medevac) program. More than 450 Ukrainians have been brought to Norway for treatment within this initiative.

In her meeting with Norway’s Minister of Health and Care Services, Jan Christian Vestre, the First Lady expressed gratitude for the medical assistance provided to Ukrainians.

Olena Zelenska noted that Ukraine had received from Norway five unique medical evacuation buses designed to transport critically ill patients. Each year, these vehicles carry an average of 1,500 people.

“All patients receiving treatment in Norwegian clinics express their sincere gratitude for the high-quality care, including surgical procedures, orthopedic support, neurorehabilitation, and other specialized services. We deeply appreciate this assistance and will always remember it,” said the First Lady.

The President’s wife also stressed that, beyond large-scale intergovernmental agreements, Ukraine’s Ministry of Health is actively developing the international medical partnership project launched during the Third Summit of First Ladies and Gentlemen. Within this initiative, cooperation continues between the Norwegian rehabilitation hospital Sunnaas, the Rivne Regional Veterans’ Hospital, and Chernihiv City Hospital No. 4.

Olena Zelenska expressed her hope that partnerships between Ukrainian and Norwegian clinics will continue to expand.

The First Lady, together with the Olena Zelenska Foundation team, also visited one of the Headspace youth mental health centers in Oslo.

Special attention was given to psychosocial support practices for young people and to sharing expertise with partners who have been developing a comprehensive mental health support system for adolescents and youth for many years.

The experience of Headspace will be instrumental in building the “12–21” youth psychosocial support spaces being established in five pilot regions of Ukraine by the Olena Zelenska Foundation.

“The challenging period of adolescence for Ukrainian teenagers is compounded by the conditions of war. That’s why we do not copy ready-made foreign solutions but create our own model, adapted to the Ukrainian experience, our culture, and the realities in which young people live. Every young person should have a space where they feel trust and safety,” said Olena Zelenska.

Part of what’s driving this is that potential buyers only want to make foreign military sales purchases of weapons and weapons systems that have been battle tested in Ukraine. Specifically by the Ukrainians against the Russians. If the Ukrainians start flying Gripens, and doing so successfully, that’s a major selling point for Saab and Sweden.

CNN reports that Trump’s peace plan for Ukraine has failed, and Putin is satisfied with that.

From CNN:

Wishing for peace is far easier than making peace.

President Donald Trump’s grand ambitions in the Middle East and Ukraine are struggling against their own internal limitations and the horrific hangovers of two brutal wars.

Trump ditched plans for a quick second summit with Russian President Vladimir Putin, declaring Tuesday that he didn’t want to waste his time, in the latest dizzying gyration of his drama-laden but so far futile peace push.

Complications bursting up around both of Trump’s major peace efforts underscore how constant US engagement is needed along with the president’s personal attention despite the constant whirl of controversy that surrounds him.

After he halted fighting in Gaza, a significant achievement, there were hopes he could vault into a fresh attempt to end the murderous war in Ukraine after previous efforts foundered following his August summit with a stubborn Putin.

But on Tuesday, the president called an abrupt halt to the latest chapter in his wild ride with Putin, making clear that a summit he’d predicted could take place in Budapest within weeks was no longer on the front burner.

“I don’t want to have a wasted meeting. I don’t want to have a waste of time,” Trump told reporters in the Oval Office after a call between Secretary of State Marco Rubio and his Russian counterpart on Monday failed to yield breakthroughs.

Trump’s disappointment was the latest shift in a confusing week in which he seemed poised to send cruise missiles to Ukraine, was talked down by Putin and then had a new Oval Office clash with Ukrainian President Volodymyr Zelensky.

So far, Trump’s Ukrainian efforts are only achieving one thing — disproving his own questionable assertions that Putin wants peace.

If Trump needed confirmation that Putin is not ready to make peace in Ukraine, he got one in a swarm of drones that attacked Ukrainian power plants in a return to a brutal strategy of using winter as a weapon against shivering civilians.

The US president had hoped for signs of true policy shifts from Russia to justify a relaunching of his personal diplomacy with Putin. But the Kremlin strongman just played his classic card, calling Trump a day before he hosted Zelensky in the White House in a show of flexibility designed to mitigate new US pressure and the president’s anger and frustration.

Trump had been speculating about sending Tomahawk cruise missiles to Ukraine that would allow Kyiv’s forces to reach deep into Russia. But he snatched the idea off the table after speaking to Putin and rounded on Zelensky instead. But then, the call between Rubio and Russian Foreign Minister Sergey Lavrov on Monday showed that any fresh summit would mirror Alaska’s impasse.

Russia has not fundamentally changed a position that Ukraine could never accept. It wants Kyiv to cede territory in two eastern regions, Luhansk and Donetsk, that it has been unable to fully capture in three years of fighting. Ukraine says such a step would leave it dangerously vulnerable to a future attack by Russia launched from the key lands.

The melodrama repeated a well-worn cycle. Putin reacted when Trump looked like he might impose a price for Russian intransigence. Then the US president, after speaking to Putin, imposed pressure on Ukraine to give up territory. Then the process hit a wall again, leaving Trump frustrated.

Trump is now back to his previous position that the enemies should stop fighting at current frontlines. “The rest is very tough to negotiate if you’re going to say, ‘You take this, we take that,’” he told reporters aboard Air Force One on Sunday.

Zelensky had earlier predicted that nothing will happen without Trump trying to coerce Putin to the table. “As soon as the issue of long-range capabilities became a little further away for us — for Ukraine — Russia almost automatically became less interested in diplomacy,” he said in his daily address on Tuesday.

The impasse suits Putin, who shows no sign of wanting to stop fighting and could use more time to pursue his war of attrition with the goal of winning as much Ukrainian territory as possible before any peace talks.

After a week of acrimony and shifting positions, nothing much has changed.

Trump: Every time I speak to Vladimir (Putin), I have a good conversation… and then they don’t go anywhere. They just don’t go anywhere.

A huge Russian missile and drone attack on Kyiv and other cities across Ukraine on Wednesday damaged energy and railway infrastructure and killed at least seven people, as US President Donald Trump’s latest peace efforts appeared to unravel.

From The Financial Times:

Russia unleashed a massive missile and drone attack on Kyiv and other cities across Ukraine on Wednesday, killing at least seven people and damaging critical infrastructure, the day after US President Donald Trump’s latest peace efforts appeared to unravel.

A young mother and her two small children were among the seven civilians killed, said Prime Minister Yulia Svyrydenko. One person died in a drone attack on a kindergarten in Kharkiv, where several children were injured, according to Svyrydenko. About two dozen people were injured across the 10 regions targeted.

The air strikes came after Trump cancelled a planned summit in Budapest with Russian President Vladimir Putin, saying he did not want it to be a “waste of time”. The two leaders had agreed to meet during a phone call last week.

Ukraine’s air force said Russia had launched 28 ballistic and cruise missiles and 405 drones predominantly aimed at energy and railway infrastructure.

Russia’s missiles and swarms of drones damaged several energy sites, leaving communities without power, heating and water amid cold temperatures, said foreign minister Andriy Sybiha. Emergency power blackouts rippled across the country, according to Ukraine’s energy ministry.

The Russian defence ministry said on Wednesday that a “massive strike” was carried out against “energy infrastructure facilities” supporting Ukraine’s military-industrial complex, in response to “Ukraine’s terrorist attacks” on civilian targets in Russia.

The attacks came after Ukraine’s military said it had used Franco-British Storm Shadow missiles to hit a Russian chemical plant in the Bryansk region that produces gunpowder and explosives to fuel Moscow’s war machine.

Russia has escalated its aerial assaults on Ukraine’s energy infrastructure ahead of winter, knocking out almost 60 per cent of the gas production capabilities needed to heat the country.

Sybiha said Ukraine urgently needed additional energy resources and funds, mobile generation units, repair equipment and air defence capabilities ahead of winter in order to prevent “a humanitarian crisis in the middle of Europe”.

The northern cities of Chernihiv and Sumy, which border Russia, have been pounded especially hard by missiles and drones, and have been without water and electricity for several days.

Zelenskyy said Wednesday’s attack proved “that Russia does not feel enough pressure for dragging out the war”. He said his air defence forces and drone interceptor crews “were working all night and into the morning”.

Kyiv, Odesa, Chernihiv, Dnipro, Kirovohrad, Poltava, Vinnytsia, Zaporizhzhia, Cherkasy and Sumy regions had come under attack, the Ukraine president added.
