TL, DR: To the surprise of absolutely nobody, all five candidates campaigned urgently for the TFG VP slot. Vivek definitely put on the most ‘unhinged’ (his own word) performance, hoping to be the next GOP Goatse… but I personally doubt TFG would even let Ramaswamy in the same room with him, for fear he’d poison the Big Macs. (And for once, I gotta agree, I’d feel the same way.) Ron DeSaster is running because he’s too embarrassed to quit, at this point (and besides, Casey won’t let him). Nikki is burnishing her credentials for a Did I Not WARN Y’All? run in 2028, and if she weren’t a Republican I might even feel sorry for her. Chris Christie is running because it gives him a bigger platform to chew on TFG’s puffy ankles — I still think he could be Haley’s VP candidate in the next cycle, assuming he doesn’t succumb to an anger-related medical event. And Tim Scott is running because… well, what else has he got to do with his time, these days?

Deeper analysis is valuable, but here’s all the analysis that’s essential: about 30% of Americans are assholes, & most of them are Republican primary voters. And assholes love Trump.

War for Ukraine Day 623: EU Something Something

EU Commission President Ursala von der Leyen has announced that the EU Commission has recommended that the EU Council opens ascension negotiations with Ukraine.

Ukrainians are deeply reforming their country and preparing for accession,
even as they are fighting an existential war.

What exactly does that mean, you might ask. It means that negotiations between the EU and Ukraine might happen if the EU Council acts on the EU Commission’s recommendation.

Here’s the details on this process from the EU Commission:

The process of joining the EU (accession) broadly consists of 3 stages:

  1. When a country is ready it becomes an official candidate for membership – but this does not necessarily mean that formal negotiations have been opened.
  2. The candidate moves on to formal membership negotiations, a process that involves the adoption of established EU law, preparations to be in a position to properly apply and enforce it and implementation of judicial, administrative, economic and other reforms necessary for the country to meet the conditions for joining, known as accession criteria.
  3. When the negotiations and accompanying reforms have been completed to the satisfaction of both sides, the country can join the EU.

Membership negotiations – in detail

Membership negotiations cannot start until all EU governments agree, in the form of a unanimous decision by the EU Council, on a framework or mandate for negotiations with the candidate country.

Negotiations take place between ministers and ambassadors of the EU governments and the candidate country in what is called an intergovernmental conference.

Negotiations under each chapter are based on the following elements:

  1. Screening – the Commission carries out a detailed examination, together with the candidate country, of each policy field (chapter), to determine how well the country is prepared. The findings by chapter are presented by the Commission to the Member States in the form of a screening report. The conclusion of this report is a recommendation of the Commission to either open negotiations directly or to require that certain conditions – opening benchmarks – should first be met.
  2. Negotiating positions – before negotiations can start, the candidate country must submit its position and the EU must adopt a common position. For most chapters the EU will set closing benchmarks in this position which need to be met by the Candidate Country before negotiations in the policy field concerned can be closed. For chapter 23 and 24, the Commission is proposing that in the future these chapters would be opened on the basis of action plans, with interim benchmarks to be met based on their implementation before closing benchmarks are set.

The pace of the negotiations then depends on the speed of reform and alignment with EU laws in each country. The duration of negotiations can vary – starting at the same time as another country is no guarantee of finishing at the same time.

Concluding the negotiations

  1. Closing the chaptersNo negotiations on any individual chapter are closed until every EU government is satisfied with the candidate’s progress in that policy field, as analysed by the Commission.

    And the whole negotiation process is only concluded definitively once every chapter has been closed.

  2. Accession treatyThis is the document that cements the country’s membership of the EU. It contains the detailed terms and conditions of membership, all transitional arrangements and deadlines, as well as details of financial arrangements and any safeguard clauses.

    It is not final and binding until it:

    • wins the support of the EU Council, the Commission, and the European Parliament
    • is signed by the candidate country and representatives of all existing EU countries
    • is ratified by the candidate country and every individual EU country, according to their constitutional rules (parliamentary vote, referendum, etc.).
  3. Acceding countryOnce the treaty is signed, however, the candidate becomes an acceding country. This means it is expected to become a full EU member on the date laid down in the treaty, providing the treaty has been ratified.

    In the interim, it benefits from special arrangements, such as being able to comment on draft EU proposals, communications, recommendations or initiatives, and “active observer status” on EU bodies and agencies (it is entitled to speak, but not vote).

While this is an important first step, nothing is going to happen until every EU member state government agrees and there is a unanimous vote in the EU Council to start negotiations.

Hungary could not be reached for comment.

I wish you health, fellow Ukrainians!

Today was a day that Ukraine’s history will definitely remember.

There is a positive signal from the European Commission – a recommendation to start negotiations on our country’s membership in the EU. This is exactly the decision we expected. I thank you, Ursula, Madam President of the European Commission, and all your colleagues for always having an unwavering and sincere belief in Ukraine. Our people deserve to be in the European Union – together with all the free peoples of our Europe. And we are doing everything for this. I am convinced that there is no alternative to the borders of a democratic Europe matching the borders of the European Union. After all, this is political protection for our common values, economic security, and – most importantly – one of the key guarantees of peace and freedom on the continent.

We are now awaiting the European Council’s decision on the negotiations in December, and we have already prepared for this decision. Ukraine is doing its part. This is our top priority. And I am grateful to everyone in our country who contributes to this work.

Of course, we already understand what next steps are needed to move forward after the European Council’s decision and bring the key goal – our country’s accession to the EU – closer. Ukrainian freedom, Ukrainian institutions, our common European home will only get stronger. Today, the Ambassador of the European Union to Ukraine, Mrs. Katarina Mathernova, handed me the report of the European Commission. Relevant meetings have already been held with representatives of the government and the Verkhovna Rada on the draft laws and reforms that are at the heart of our transformation – transformation of our state – and at the heart of our movement to the European Union. And I hope that the European Commission will start implementing its part of the joint work as soon as possible – assessing the compliance of Ukrainian legislation with the EU acquis.

Today I spoke with the President of Moldova, Maia Sandu, and congratulated her on the European Commission’s decision for Moldova. We will coordinate our steps towards the European Union. It is important for Ukraine and the whole of Europe that Moldova is as successful and stable as possible. We will help. By the way, I informed Madam President about our actions to protect people in the Middle East. Ukraine has already helped evacuate 36 Moldovan citizens from the Gaza Strip. More than 40 Ukrainian citizens have also been rescued. I would like to recognize the efforts of the Main Intelligence Directorate and the Ministry of Foreign Affairs of Ukraine, which are dealing with this issue. Thank you for that.

I also spoke with the President of Georgia. I congratulated Georgia on the positive message from the European Commission. We in Ukraine sincerely support Georgia, Georgia’s independence and sincerely wish for the restoration of Georgia’s territorial integrity. When we are together on the European path, this can be done. In a conversation with Madam President of Georgia, I spoke about Ukrainian citizen Mikheil Saakashvili. His life matters, and it would be right to show humanity to his fate.

Another aspect about the EU issue. Today I signed a decree on preparing the negotiation process with the European Union. Clear points. Clear instructions. We will approach the expected steps absolutely prepared.

Several other international events took place today. The U.S. Secretary of Transportation visited Ukraine. I held a meeting and negotiations with him. For Ukraine, this is an absolutely important context, the development of our infrastructure, strengthening existing ties with the world, and creating new ones. Reconstruction. I am grateful to Mr. Secretary for his understanding of Ukraine.

One more thing.

A conversation with Mr. Prime Minister of Japan. I thanked Fumio for helping our country and for Japan’s leadership in protecting international law. We discussed our next steps – security, diplomatic, and economic. Japan is among those who do the most to support our freedom.

And this is just one of our days. Ukraine’s power is evident. Ukraine’s successes in international work and in achieving our goals are evident. Solidarity with Ukraine is felt in all parts of the world. I finished this day talking to university students from Mexico – young men and women who are sincerely interested in Ukraine and want to know the truth about Ukraine and the Russian war against our country. I am grateful for the words of support, and I am grateful for every question that was asked. Mexico, by the way, was represented at the meeting of advisors on the Peace Formula that took place recently. The European Union, Moldova, Georgia, the United States, Japan, Mexico. I am grateful to everyone in the world who helps! Glory to all our people who are fighting and working for Ukraine! Our warriors – I thank you for every step you take, for your strength, which allows Ukraine to live.

2. When did the war for Ukraine start for you?

– The war started for me as far back as 2013. I was living the typical life of an average Ukrainian. It was a weekend, and I woke up after a night out and

3. Tell us about your first encounter with the enemy

– It was in October 2014 – our convoy was moving from Mariupol Airport and got ambushed. The ambush was organized in a piss-poor manner, so we didn’t suffer any casualties and managed to suppress the attackers.

4. How has the enemy changed since then?

– The enemy is the same shi*head. Tactics and weapons vary by location and unit. I’ve seen many variants, but no standard. Today you’re fu**ing up rookies, and later they send veterans who have balls to crawl to your positions at night

5. Before the invasion, many overestimated the capabilities of the russian army. Now it seems there’s a different view – the russian army is weak and doesn’t know what to do with all their weapons rusty. What would be your assessment of the enemy’s forces as of October 2023?
– I’d advise all adepts of “conscriptovich” theory to take a closer look at the map. Because if they were so weak, we’d already be near Don. Ten rusty rifles can suppress one new AR rifle. And if they have the option to send just as many in the assault – oooh sh*t!

– Let me give you an example. When the front line collapsed in Kharkiv region, we cornered one of them. We offered him to surrender, but he chose to fight. When we finally eliminated him, according to his military ID, he had been mobilized for just two weeks.

..But he fought, and he delayed us. The fact that they are willing to fight even if they aren’t fully prepared is significant. Time is a scarce resource, and they have the numbers. That’s why we didn’t advance into Svatove, and beyond that, it didn’t matter if he was ready or not
7. There’s a lot of discussion about the importance of building a strong NCO corps in the armed forces, seen as a key factor for successful unit leadership in battle, similar to the US. What do you think about this? And how much is this idea put into practice in our military?
– A competent sergeant is like a diamond. They are both a warrior and a leader. I don’t see any systematic work in terms of leadership at all. Without leaders, there’s no one to lead into battle here and now…

8. If you had the chance to work with Western weaponry, which one did you like the most?
– Nothing serious ever landed in my naughty hands. I’ve fired various disposable grenade launchers. The AT4 packs a punch, as long as you don’t fu*k up the button business. Anyone who’s fired it knows.
9. If you had the opportunity to change (improve) three things in the army, what would you improve or change?

– I would introduce mandatory assessments of officers for battle planning. Criteria for the success of a unit’s actions would be based on …

10. Quite often, on the internet, we see different types of collections: for drones and for transportation. Can you explain why there’s a need for so many drones and vehicles?

– All of these resources provide the means to sustain the units’ operations – reconnaissance, and…
…mobility. The conditions in which we have to operate and counter the enemy become significant factors that affect the duration of our work. Intense combat eats everything like a dragon, within a matter of days, or hours. But that’s no excuse for carelessness with donated items

11. Can a regular infantry unit function effectively without a drone?
– Infantry can do it all, but I recommend having a pocket drone that can work in your favor at a short distance. It saved my life multiple times when, instead of going on foot, I flew a few hundred meters ahead

12. To what extent can volunteer movements actually fill the gaps in logistics?

– The army is a highly regulated structure, and volunteers help save time and nerves with their contributions, especially in terms of inventory management
13. Let’s imagine that the war is over, and everyone is returning to civilian life. How do you see yourself after the war?

– I really want to reform education, as the junior officers, the backbone of the army, come in with almost no knowledge, and obtusely die because they wasted four years. That’s what I see now, and it’s fu**ed up.
14. Could you recommend your favorite places for foreigners to visit in Ukraine after the war?

– Under Dementiivka, we dug in like crazy Viet Cong. Let them come and see the fruits of my labor.

… Johnson’s recent launch from obscure congressional backbencher to one of the most powerful people in the country has come with a wave of scrutiny. Reporters are combing through his past and finding weird stuff — his curious arrangement with his son to monitor each others’ digital devices for porn, for instance.

One less salacious but perhaps more consequential discovery involves his finances. In his most recent annual financial disclosures, released last year, Johnson (R-La.) reports no assets at all…

There are no retirement accounts, no money-market funds, no stocks, no crypto, not even a basic checking or savings account. Even more peculiar, his disclosures have never listed any checking or savings accounts on any of the forms he has filed going back to 2016, the year he was elected to Congress.

This is confusing. Where is his congressional salary being deposited? How is he paying his bills?…

… Rank-and-file federal representatives… draw a sizable congressional salary of $174,000 (which gets bumped up to $223,500 for the speaker).

That’s not Johnson’s only income, either, as he earns another $30,000 annually for teaching at Liberty University. His wife receives multiple salaries, too; the exact amounts of her salaries were not disclosed in Johnson’s most recent financial reports, but based on prior years’ data, the household is likely pulling in at least $211,000 total. That’s close to the 90th percentile. And note that other members of Congress of “modest” backgrounds still somehow report having bank accounts…

Johnson’s office did not respond to questions I sent about his financial disclosures by publication time. Then, early Tuesday morning, Politico reported that his office told its own reporter that Johnson does indeed have a bank account. His account does not pay interest, though, which makes it exempt from House disclosure rules.

Holding your family’s entire savings in a non-interest-bearing account is a strange choice for a high-income household, particularly during a period of high inflation. But more important, this arrangement still leaves voters in the dark about Johnson’s financial well-being. Whatever Johnson’s motivation for managing his money this way, the effect is to obscure what his resources actually look like and whether he’s under the kind of financial strain that other parts of his disclosures might suggest.

People of all levels of income have money troubles, of course, and it’s usually no one’s business. But those who hold the public trust are different. Whether it’s the leader of the free world or the leader of the people’s house, the public has a right to know whether their elected officials are facing serious financial difficulties — particularly ones that might make them targets for unsavory characters and influence-buying or that might tempt them to misuse campaign funds. This is not exactly unprecedented.

This is why we have financial disclosures in the first place: so Americans can judge whether public servants are truly serving the public interest or their own. Yes, a loophole allows Johnson to keep secret the value of his financial assets. If Johnson wants to prove he’s worthy of his unexpected promotion, though, he should release more information about what’s really happening with his finances.

So… ‘best’ scenario, he’s another Duncan Hunter, trying to support a lifestyle he can’t really afford and juggling accounts to hide the evidence. Me, I still suspect he’s hiding ‘donations’ from the usual GOP dark-money forces, for the predictable reasons. Yeah, corrupt as his whole party is, I still don’t see MAGA Mike holding his speaker chair for even as long as Kevin McCarthy managed to hold it…

Congress appeared deadlocked Tuesday on a path to avert a federal shutdown in less than two weeks, as House Speaker Mike Johnson (R-La.) floated a plan to finance the government that drew criticism from senators of both parties.

Johnson told Americans to “trust us,” as he pitched a staggered Republican approach to fund the government, one that has little chance of success in the Democratic-controlled Senate. Senate Majority Leader Charles E. Schumer (D-N.Y.) hours later admonished the speaker and Republicans for fiscal brinkmanship.

Federal appropriations will lapse at 12:01 a.m. on Nov. 18 if there is no action, affecting a wide array of federal services and the government’s more than 3 million civilian and military employees. The imminent funding deadline joins a to-do list on Capitol Hill that includes emergency aid for Israel and Ukraine, which also has no obvious path to passage amid fierce disputes among lawmakers.

Speaking to reporters at a news conference with families of Israelis taken hostage by Hamas, Johnson referred to a closed-door meeting of House Republicans on Tuesday morning as a “refreshing, constructive family conversation” as members of his caucus push competing approaches to extending government spending laws.

“I’m not going to tell you when we will bring it to the floor, but it will be in time, how about that? Trust us: We’re working through the process in a way that I think that people will be proud of,” Johnson said. The speaker added that “many options … are on the table, and we’ll be revealing what our plan is in short order.” …

Every time voters have weighed in on reproductive healthcare rights since the Dobbs decision came down almost a year and a half ago, forced birthers have lost. Even in red states. Every. Single. Time.

Tonight there’s another debate between the 2024 Not-Trump GOP primary candidates, and it will be meaningless in terms of its ostensible purpose since Trump will be the nominee unless he drops dead. But it could be interesting as a window into how the party is grappling with the string of post-Dobbs defeats.

Off the debate stage, Trump is playing both sides of the fence, warning that the GOP is “getting killed” on the choice issue out of one side of his mouth while touting his credentials as “THE MOST Pro-Life President in history” from the other.

On the debate stage, DeSantis can’t credibly moderate on reproductive health since he signed a deeply unpopular six-week ban that is currently being reviewed by the wingnut Florida Supreme Court. (The majority of the justices are religious fanatics appointed by DeSantis, so it will become law soon.)

Haley is making a play for the “moderate” lane by advocating what the NYT inaccurately described as a “new path.” But in reality, all of Haley’s talk about reaching national consensus is just vibey horseshit. WaPo columnist Monica Hesse accurately identifies what Haley is doing:

Achieving “consensus” is not itself an endgame, not in a republic trying to govern its people. Laws are the endgame. And, in this case, there’s no reason to think that Haley wouldn’t support the kinds of laws she did when she voted, as a member of South Carolina’s House, to end abortion coverage for state employees who were rape victims. Or when, as governor, she signed into law what the Associated Press described as “the most conservative abortion bill South Carolina Republicans were able to pass through both chambers at the time.” Or when, in July, she said she “absolutely would sign” a 15-week abortion ban as president, but that she didn’t think it was realistic that a ban would currently acquire the necessary 60 Senate votes.

In other words, look at what she does instead of listening to what she says. It’s not just Haley. All Republicans lie about abortion policy. The national 15-week ban proposal is a lie dressed up as a compromise — its true purpose is to erode reproductive healthcare rights in blue states while leaving draconian bans in place in red areas. Some compromise!

Voters know this, which is why Glenn Youngkin’s pitch for a “reasonable” 15-week ban went down in flames yesterday. Just a few days ago, Youngkin was telling George Stephanopoulos a 15-week ban with exceptions was “a place we can come together.”

“I think this is one where Virginians come together around reasonableness. And it then allows us to move onto really important topics,” Youngkin said…

You know what’s a “really important” topic, Youngkin, you fleece-encased fascist prick? Half the population being recognized as  full-grown goddamn adults who can make their own healthcare decisions and access medical treatment up to modern standards without clearing it with religious fanatics.

Because access to reproductive healthcare truly is a “really important” topic for half the population, I think the Dobbs dominoes will keep falling. Last night should be a clue-by-four upside the noggins of any Repubs who were still in denial. I look forward to watching them squirm on this “really important” topic. Forever.

The first place never got back to me. I figured a hotel would be more accommodating of a larger group, but it turns out that the restaurant would charge me a minimum of USD 900.

I’ve made a reservation at Clyde’s Gallery Place for 14 people at 12:30p on Saturday, 18 November 2023. I’ll confirm it next Wednesday and share more details then. For what it’s worth, all DC restaurants are tacking on another 3.5% “pandemic makeup” fee, and Clyde’s will only do two split checks (same as other venues).

I wish you health, fellow Ukrainians!

Today is mostly a day of meetings. I have recently finished a meeting with the intelligence. It was a meeting in a narrow circle, very sensitive issues of protecting our people were discussed. Details will be available later.

I also held a meeting on international events and our Ukrainian events that are expected in November. This month is both the anniversary of the beginning of the Revolution of Dignity and the anniversary of the Holodomor. There will be various components of government work, including an international component. Everything is being prepared.

Special attention – and this is daily attention – is paid to relations with the European Union. Tomorrow is an important day. We are expecting the EU’s historic conclusion – a report on Ukraine’s implementation of the European Commission’s recommendations. We are already preparing our next steps after this report. Our legislative work, strengthening of state institutions. Ukraine has already come a long way in its rapprochement with the European Union, and our country is fully aware that becoming a member of the European Union is a political decision of all the countries that are already in the community and want to see a new state in the European Union, but it is also the work of the state itself.

Our work is to bring EU standards and community practices closer to Ukraine and adopt them. Ukraine will be in the EU. And we will achieve this, in particular, through the transformation of our country – an internal transformation that is absolutely in the interests of our people. For Ukraine, the EU means economic security and social stability, and for the EU, Ukraine means strengthening of the entire community. And it is very important that deputies of the Verkhovna Rada of Ukraine continue to support the legislative initiatives necessary for our European integration.

As usual, I started the day with a conference call. The most important was the report that additional NASAMS air defense systems had been deployed. And that’s not all. Ukraine’s sky shield will be further reinforced. I am grateful to the partners who help and to our entire team working in the international area.

Of course, I was in touch with the Minister of Defense and the commanders throughout the day. Kupyansk, Bakhmut, Maryinka, Avdiivka, Melitopol direction, the whole south. We have results worth noting. The 108th separate mountain assault battalion of the 10th brigade, the 3rd battalion of the 54th brigade, the 92nd separate assault brigade, our artillerymen of the 26th, 40th and 55th separate artillery brigades, the “Seventy-ninth” air assault brigade, the 53rd and 110th separate mechanized brigades, the 3rd operational brigade of the National Guard and the 132nd separate reconnaissance battalion. Warriors, I thank you all for your strength! Your strength, the strength of everyone who is fighting for Ukraine, everyone who is helping, is the lifeblood of our people. Ukraine will prevail and be free. And it will be equal among equals in our common European home.

From Radio Free Europe’s/Radio Liberty’s Radio Svoboda: (machine translation)

In early October 2023, OSINT analysts noticed on satellite imagery traces of the construction of a new railway from Donetsk to Mariupol. A month later, on November 6, the governor of the partially occupied Zaporizhzhya region of Ukraine, Yevgeny Balitsky, appointed by Russia, made a statement from which it can be assumed, that this road will be part of a longer journey bypassing the bridge across the Kerch Strait. One of the construction contractors, as Radio Liberty found out, is a company associated with Putin’s friend Arkady Rotenberg, who received the title Hero of Labor for “contribution to the construction of the Crimean bridge”.

Balitsky told reporters about the construction of the railway line from Akimovka (a village about 30 kilometers south of Melitopol) to Rostov-on-Don via Berdyansk and Mariupol, noting that “the construction of the project has already begun by Donetsk”. Part of the new branch, Donetsk section – Mariupol, as told Radio Liberty a month ago will allow you to push the road from the front line and improve the supply of Russian troops in the south. The same with the mentioned Balitsky Akimovka: a straight branch from it to Berdyansk will be south of the existing one, which goes through located just 20 kilometers from the Tokmak front line.

Along with this, as before found out Radio Liberty, Russia is building a new highway from Mariupol to Rostov-on-Don in parallel with the seashore and the current road, but bypassing settlements.

The general scheme of the new railway, which should pass through the occupied Ukrainian territories and connect Crimea with Rostov-on-Don, bypassing the bridge over the Kerch Strait, which has been successfully attacked by Ukraine several times. Green color shows the existing sections of the road, yellow – the now constructed Donetsk section – Mariupol, red – the designed section Akimovka – Mariupol:

In November, several job sites appeared on job sites announcements, in which another limited liability company, Almaz, is looking for specialists “to carry out the construction of the railway in new territories”.

The place of work in most ads is indicated by Mariupol. LLC “Almaz” requires a geodetic engineer and his assistant, foremen and other specialists, and the deadline for the start of work is the “end of August” already remaining in the past”. The promised salary of the surveyor – “from 250,000 rubles per hand” is more than two times more than the same “Almaz” offers similar specialists in the Saratov region of Russia.

In another vacancies “Almaza” – “personnel specialist / clerk” – the applicant will work in the village of Chermalyk in the occupied part of the Donetsk region of Ukraine. It is located 10 kilometers from the future railway from Donetsk to Mariupol, the ongoing construction of which is clearly visible in satellite imagery.

As Radio Liberty found out, Almaz LLC has recently been associated with the business empire of one of Vladimir Putin’s closest friends Arkady Rotenberg – a person who received an award from the president for the construction of the Crimean bridge, bypassing which a new railway is now being built on the peninsula annexed by Russia.

Escape from sanctions?

From official site Almaz group of companies follows that until 2023 the company was engaged in the extraction of non-metallic minerals (mainly sand) and worked on 5 sand quarries in the Moscow region and the Krasnodar Territory. This year, “A new line of work – the construction of federal roads of federal significance” has been opened in ALMAZ Group of Companies, the website says.

The emergence of this new direction coincided with the entry into the business group of a major construction player – JSC “Roads and Bridges”. 50% of Almaza owns Roads and Bridges JSC since September 13, 2023, at about this time, judging by satellite imagery, the construction of a new railway began in the occupied Donetsk region. The remaining 50% of Almaza”divided into three of its former founders.

JSC “Roads and Bridges” – a relatively young company, it was formed only three years ago. Now it is one of the largest assets of Arkady Rotenberg.

It continued to work at facilities previously associated with Mostotrest, and over the three years of its existence made only four corporate acquisitions, two of which in September this year – 50 percent shares in related LLC Almaz and LLC Rubin”. These firms (they have almost the same list of founders and the same registration address) were major players in the sand mining market, but did not have experience in road construction. Now Almaz is looking for specialists to accompany the construction of the railway in the Donetsk region of Ukraine.

Historically, rail construction is not quite a profile work for Rotenberg structures. In 2019, the entrepreneur took up the restructuring of his assets and, together with the WEB, created the National Projectroy holding”. The main contribution of Rotenberg to the new structure was precisely JSC “Roads and Bridges”. This fall, 48 percent of the National Project” got out group “1520”, the largest construction contractor of Russian Railways. Thus, National Projectroy combined the country’s largest assets for the construction of bridges and roads (through the Rotenberg structure) and for the construction of railways (via “1520”).

Rotenberg and Crimea

In open databases, neither Almaz LLC nor its parent companies linking this company with Arkady Rotenberg, there is no mention of state contracts for the construction of a railway through the occupied Donetsk and Zaporizhzhya regions of Ukraine in the annexed Crimea. As with Promstroy LLC, which we talked about in early October, the construction project is not mentioned on the official website of Almaz or its parent companies, as well as vacancies, which talk about work in Ukraine. You can find them only on job ad sites. No one called back to the phone number left by the correspondent of Radio Liberty under one of the announcements at the time of publication of this material. Bohdan Yermokhin from Mariupol, who was deported to Russia by the occupiers in 2022, is at risk of being conscripted into the Russian army when he turns 18 on November 19th. In reference to the events in Taganrog air base, Brady Africk reported that parts of the Russian chopper fleet were repositioned to this location. Russia has been banking on that Ukraine will not use Western missiles against an airbase on Russian soil. Unfortunately for them, Ukraine has other means to accomplish that.

However, this is another reminder how much Russia relies on Western indecisiveness, partially still falling for Russia’s posturing and empty threats. All Russian military targets, whether inside in Ukraine or outside, are legitimate targets. Period. Russia would have been long defeated if the West would have stopped tapping the break.

It is time to remove all constraints and reservations.
